Local services and rules

Moving to Brooklyn Center: who to call and what the city asks.

Hennepin County is responsible for property evaluations and assessing for Brooklyn Center. Odd-even lawn watering restrictions on city water apply from May 1 to September 30 every year, based on house number. Up to 6 chickens (hens) are allowed, but not roosters, and feeding deer is not allowed.

Street parking, snow plowing and front-yard rules

No parking is allowed on any city street between 2:00 a.m. and 6:00 a.m., or for more than 6 consecutive hours at any other time. Street snow removal begins after a snowfall of more than 2.5 inches or when other conditions warrant plowing. During snow season, garbage and recycling containers may not be placed on the road or on the sidewalk.

On private property, parking on grass, dirt or landscaping in the front yard is not allowed; vehicles there must be on an approved driveway or paved extension of it. Additional noise regulations apply at night between 10:00 p.m. and 7:00 a.m.

Thursday and Friday garbage pickup

Garbage and recycling pickup generally occurs on Thursdays on the west side of the city and Fridays on the east side. Residents select a licensed garbage hauler of their choice and service needs.

Garbage containers are set at the curb on the day of collection only and returned to a storage place inside, out of common sight.

Recycling carts and drop-off sites

Recycling is picked up at the curb every other week, on the regular garbage pickup day. Recycling carts come in three sizes: 35, 64 and 96 gallons. To request an additional recycling cart or a replacement cart, residents call (763) 493-8006.

Larger apartment and multifamily buildings must provide recycling services for residents through a private contractor. Brooklyn Center is a member of the Hennepin Recycling Group, along with the cities of Crystal and New Hope.

Residents can use the yard waste drop-off site in Maple Grove by showing proper identification at the gate. Unwanted household medicines can be dropped off at drop boxes at the Brooklyn Center Police Department and at the Brookdale Library, 6125 Shingle Creek Pkwy.

Quarterly utility billing

Water, sanitary sewer, storm drainage, street lights and recycling fees are billed quarterly through the Utility Billing office. Final utility bills are generated several times a month when a property is sold. Delinquent utility bills are certified to property taxes as special assessments annually.

Water meters are read by the Public Utilities department in the week prior to billing, and meters that do not provide a reading are estimated based on prior usage. The Public Utilities division publishes a New Resident Information page on the city website with information on public utility services and rates.

Four school districts, homestead and welcome bags

Brooklyn Center is divided into four school districts: Anoka-Hennepin School District No. 11, Osseo School District No. 279, Robbinsdale School District No. 281 and Brooklyn Center School District No. 286.

New homeowners apply for the homestead classification with the Hennepin County Assessors Office. A New Neighborhood initiative has Housing Commission volunteers welcome new homeowners with welcome bags of community information.

Pet limits with no city license

Pets are not required to be licensed by the city, though other pet management requirements apply. No more than 2 dogs and 3 cats over 6 months of age are allowed per house unit, and they must be vaccinated against rabies.

Rental license inspections

New and renewal rental licenses must be applied for online. Once a complete rental license application and fee are received, a health safety inspection is scheduled for the property.
