Local services and rules

Moving to Cookeville: who to call and what the city asks.

Natural gas in Cookeville comes from the Cookeville Gas Division, a municipal-owned distribution company that has served the community since 1952. The garbage carts belong to the City of Cookeville, and each one is assigned an address and serial number. Cookeville is the county seat of Putnam County and the largest city in the Upper Cumberland Region of Middle Tennessee.

Parking a moving truck on a Cookeville street

City code makes it unlawful to park a truck, trailer, bus or motor vehicle over one ton capacity on or adjacent to any street, except while the vehicle is actually engaged in loading or unloading. The same code treats any vehicle parked on or adjacent to a street, or in a city parking lot, for 24 hours or longer as a parking violation, unless it is parked in close proximity to the residence of the owner of the vehicle or a guest of that residence.

The city also has residential parking districts, which the code authorizes along city streets within the city limits. They apply only to block faces of streets zoned entirely as single family residential districts.

Sound limits for a residential use

Sound from a residential use is limited to 65 dB(A) between 7:00 A.M. and 12:00 midnight, and to 60 dB(A) between 12:00 midnight and 7:00 A.M.

In a residential use, excavation, construction, demolition, repair, paving or alteration of buildings or streets is not exempt from those limits between 6:00 P.M. and 7:00 A.M. The exception is a case of urgent necessity in the interest of public health and safety, and then only with a permit from the building inspector.

Opening utilities at the Municipal Building

To start residential utility service, bring your lease if renting and two valid forms of identification to the Municipal Building, per the city's application page. Non-refundable application fees are $45 for electric, $25 for water and $30 for gas, plus an additional $20 non-refundable charge for each service requested. Same day service is normally available if you come before 2:00 p.m.

Cookeville has a city Electric Department. If you are not sure whether it services your home, contact its Customer Service Department at 931-520-5214.

Cable television is furnished to the City of Cookeville and its inhabitants under a franchise granted by the City Council.

The 96-gallon cart and bulk pickup days

New residents automatically receive the city's sanitation services. To find the scheduled pickup day for your area, call 931-520-5249. One 96-gallon cart is provided free to each resident, and additional carts may be purchased for a fee. The cart is placed near the street edge by 7 a.m. on the morning of collection and must be removed from the street before 7 p.m. on collection day.

Household material too bulky for the cart, such as appliances or furniture, is collected separately on the first and third Tuesdays of each month by calling 931-520-5201 and leaving the address.

The City collects brush and limbs free for residents who do their own trimming and cutting, normally every 2 to 6 weeks. Limbs, tree trunks or other debris cut by private contractors will not be picked up. City loose leaf collection begins in November and ends March 15th. After March 15th, all leaves must be placed in bags for pick up.
