Local services and rules

Moving to Coon Rapids: who to call and what the city asks.

Mailbox replacement or installation in Coon Rapids is the homeowner's responsibility. Vehicles in exterior storage must have current registration displayed and be visibly operable under City Code 11-601.5. Food scraps can be dropped at organics recycling bins at the Recycling Center, and those drop sites are open year-round, 24 hours a day. Coon Rapids is in Anoka County, Minnesota.

Winter parking ban and snow plowing

A winter parking ban runs November 1 through April 1: no street parking from 2 a.m. to 6 a.m. Parking on public streets is also prohibited when 3 inches or more of snow is expected, until the street has been plowed from curb to curb.

Crews do a full plowing of main streets, residential streets and sidewalks about 10 times a year, whenever snowfall is 3 inches or more. Smaller events plow only the busier main streets. Residents can call the Snowplow Hotline at 763-755-2880 and press option 5 for updates.

Three electric providers, CenterPoint gas and Xfinity cable

Residents get electricity from one of three providers: Xcel Energy, Connexus Energy or Anoka Municipal Utility. The City's rebates page tells residents to search their address on the Electric Utility Service Area Map to find theirs.

All residents receive natural gas service from CenterPoint Energy. Xfinity (Comcast) is the city's franchise cable television provider.

The City's Moving Request Form for water and sewer

Owners buying or selling a home notify the City's Utility Billing staff with the online Moving Request Form and should allow 1-2 business days for processing. Renters do not use the form; they call the billing department at 763-767-6438.

The sewer consumption fee is based on winter quarter water use, according to the City's utility rates page.

Open hauling: five licensed trash and recycling haulers

The City does not provide curbside trash or recycling. Homeowners set up their own service with a licensed hauler, choosing from five licensed haulers (an open hauling system). Curbside recycling collection is required along with trash collection.

Haulers may collect between 6:30am and 8:30pm Monday through Saturday, according to the City's licensed hauler page.

The Recycling Center, Reuse Room and Blaine hazardous waste site

The City Recycling Center is at 1827 111th Avenue NW. From October to March it is open Tuesday to Saturday, 9 a.m. to 3 p.m.; it is closed Sunday and Monday all year and on holidays.

The center takes appliances for a fee, but not ammonia appliances. It does not accept aerosol cans; aerosol cans with product still in them must go to the Household Hazardous Waste Facility in Blaine.

The Reuse Room at the Recycling Center takes household items, books, games, paints and packing materials in good, useable condition, and a staff person must approve items put in.

The Anoka County Household Hazardous Waste Facility at 3230 101st Avenue NE in Blaine takes items such as paint (liquid only), propane tanks and gasoline. It is free and requires identification as proof of residency.

Northstar Commuter train, Metro Transit and Transit Link

The Northstar Commuter train stops in Coon Rapids and runs between Big Lake and downtown Minneapolis. Metro Transit runs express and regular bus service within and outside the city.

Anoka County Transit Link dial-a-ride supplements regular routes; riders call 651-602-LINK to reserve.

Rental licenses and the short-term rental ban

All rental properties, including single family homes, must be licensed by the City before tenants move in; the license is renewed each year. Short-term rentals such as Airbnb and Vrbo are prohibited in the city (City Code 12-904).

Homestead filing, library cards, voter registration and dogs

Homestead applications go to Anoka County Property Records & Taxation and must be filed by December 31 to count for taxes payable the following year.

Anoka County Library cards are available at all Anoka County libraries and online. Residents bring a valid Minnesota ID or other proof of address to any branch.

Minnesota allows election day registration, and pre-registration closes 20 days before any election. A voter must re-register if their name or address changes, including a move within the city.

Dogs may not run at large and must be under control.
