Local services and rules

Moving to Fargo: who to call and what the city asks.

Fargo is in Cass County, North Dakota, on the Red River of the North, which forms the border with Minnesota. Streets in the Central Business District carry overnight parking restrictions throughout the year: east-west avenues are restricted from 2 a.m. to 7 a.m. on Monday, Wednesday, Friday and Sunday, and north-south streets are restricted from 2 a.m. to 7 a.m. on Tuesday, Thursday and Saturday mornings. At the Residential Transfer Station, appliances containing freon are not accepted.

Night parking, snow rules, dumpsters and noise

Seasonal night parking restrictions run from Nov. 1 through April 15 and bar street parking between 1 a.m. and 7 a.m. in the signed areas. When a snow emergency is declared, a vehicle left parked on the street can be fined $100. After a snowfall, the city's goal is to plow all streets within 24 hours after the snowfall ends.

Owners or occupants must clear sidewalks next to their property of snow and ice within 24 hours after the snowfall ends. Under the residents' responsibilities page, snow from sidewalks and driveways may not be put in the street or in cul-de-sacs, and doing so can bring a fine of up to $500.

A dumpster on the street in front of a house must first be ordered from the Fargo Solid Waste Department at 701.241.1449. After the delivery is arranged, a permit to place it in City Right-of-Way must be obtained from the Engineering Department at 701.241.1545.

The city's noise page says that between 10 pm and 6 am, noise or music from a gathering in a residential area must be kept to a reasonable level.

Garbage and recycling carts on the utility bill

Water and sewer charges in the City of Fargo are billed monthly. A new resident begins service by completing the Start or End Utility Service Form, which is described on the online payments page.

The City of Fargo provides all residential garbage collection within the city limits. The garbage fee depends on the cart size chosen and is charged on the utility bill. Under the pricing rules, carts go out by 8 a.m. on collection day and come off the boulevard by 6 p.m. or after collection, whichever is later.

Recycling is collected every other week on the garbage day, and the Collection Schedule Map shows which week applies to an address. Residents of apartments or buildings with a dumpster can call 701.241.1449 for recycling options.

Residential garbage and recycling cart requests go through FargoOne.com, where a resident creates an account and uses the Request or Report tab.

Large items, extra bags and Cleanup Week

Solid Waste crews can collect furniture, appliances and similar items for a fee on a call-in basis only, as the large item disposal page explains. The fee depends on amount and weight and is added to the utility bill. Extra bags outside the cart are collected on request at $3 per bag for bags up to 33 gallons; the number to call is 701.241.1449.

Cleanup Week is a yearly event that lets residents set out tires, appliances and other large items at no charge on their recycling collection day. The City of Fargo does not pick up electronics or household hazardous waste during Cleanup Week.

The Fargo Landfill transfer station and the hazardous waste site

The Residential Transfer Station at the Fargo Landfill, 4501 7th Avenue North, takes large items from Fargo residents, including furniture and household garbage, at no charge. City of Fargo residents must show a current utility bill from the address where the debris came from, dated within 6 months, as proof of residency at the transfer station.

The Fargo Landfill bans from garbage yard waste, lead-acid batteries, used motor oil, tires and major appliances, including some microwave ovens.

Fargo residents and Cass County residents can take household hazardous waste, such as paint, to the Household Hazardous Waste Facility at 606 43 1/2 Street North at no charge.

Fargo Public Schools, the West Fargo district and MATBUS

Fargo Public Schools registers students through Infinite Campus. Some addresses within the city of Fargo are served by the West Fargo Public School District.

MATBUS is the public transportation system serving Fargo and West Fargo, ND, and Moorhead and Dilworth, MN. The MATBUS Ground Transportation Center, at 502 NP Avenue in Fargo, is the core of MATBUS operations and the main transfer hub between Moorhead and Fargo routes.

Relocation packet, library card and pet license

The city page for people moving to Fargo says to request a relocation packet from the Fargo, Moorhead, West Fargo Chamber of Commerce by calling 218.233.1100 or by email.

A Fargo Public Library card is free to Fargo residents and Fargo property taxpayers with proof of identification and address. Anyone 16 or older fills out the application, shows a photo ID and provides proof of current address, at any Fargo Public Library location or online.

Fargo requires all cats and dogs to be licensed, including those that stay indoors. Licenses can be bought in person at Fargo City Hall, 225 4th Street North, with a copy of the current rabies vaccination form. The in-person license costs $5.00 per license.

Property tax, elections, rental inspections, floodplain and neighborhoods

In Fargo the Assessment Department determines property value and administers property tax exemptions, according to the residential property taxes page. Cass County Government levies and collects the property tax on Fargo properties.

Elections in Fargo are administered by the Cass County Finance Office, which can be reached at 701.241.5600.

The City of Fargo Inspections Department requires inspections of rental properties within the city, at no cost. Current floodplain information on a home or business comes from the City of Fargo Engineering Department.

On the neighborhood page, north of I-94 in Fargo, elementary school attendance boundaries mark the neighborhoods; south of I-94, subdivisions better approximate neighborhood identity.
