Local services and rules

Moving to McFarland: who to call and what the city asks.

McFarland is a village in Dane County, Wisconsin, on Lake Waubesa. Open burning requires a burning permit, and burning is allowed only between sunrise and sunset on the second and fourth weekends of each month. Leaves and loose grass may not be burned. A village building permit is needed for remodeling, decks, driveways, fences and signs, and applications are submitted a minimum of 3 to 5 business days before the planned start date.

Winter parking and snow rules

From December 1 through March 31, between 1 a.m. and 7 a.m., vehicles parked on the street must be on the even-numbered-address side on even calendar days and the odd-numbered-address side on odd days, with no parking on cul-de-sac bulbs. Vehicles in violation may be removed by village police.

During a declared snow emergency, parking is prohibited on every street, and vehicles left on the street may be removed. Sidewalks must be cleared of snow and ice within 24 hours after snow stops accumulating. Snow may not be moved from a property onto a street, sidewalk or public land.

Water, sewer and the utility account

Water service comes from the McFarland Water Utility, which is regulated by the Public Service Commission. Residential utility bills are issued bimonthly and cover water, sewer and stormwater charges.

A utility account number is obtained by contacting the Public Works Department. A Service Connection form submitted to Public Works must be completed before applying for a new construction permit, and the same form is used to request a water meter.

MGE power and Pellitteri pickup

MGE supplies electricity in McFarland, along with other southern Wisconsin municipalities and Dane County communities.

Pellitteri Waste Systems provides weekly trash and recycling pickup under a village contract. The village also offers a yard waste and brush drop-off site, curbside yard waste pickup and curbside brush chipping for residents.

Address changes, voting and the library card

A change to a parcel address or billing address is reported to the Administration Department on an Address Change Form, and the county is notified of every address change submitted.

Voters can register in person with the Village Clerk at the McFarland Municipal Center, Monday through Friday from 8 a.m. to 4:30 p.m.

E. D. Locke Public Library issues library cards through an online application or in person at the library in McFarland. Photo ID and proof of address are needed to pick up the card.

Dog park permits, Tourist Rooming Houses and senior rides

The village dog park requires a separate park permit and a municipal dog license.

A short-term rental, called a Tourist Rooming House, needs licensing and inspection from Public Health of Madison and Dane County, insurance with specific coverage, and a Tourist Rooming House Permit from the village.

McFarland Senior Outreach arranges accessible shopping rides, medical rides and rides to the noon meal site for older adults.
