Local services and rules

Moving to Roswell: who to call and what the city asks.

In Roswell, household trash collection days depend on which side of Alameda Street a home is on. Residential properties south of Alameda Street, including the RIAC, are collected Monday and Thursday, and residential properties north of it are collected Tuesday and Friday. Where there is alley collection, the City provides shared 300-gallon containers in the alley for up to 4 households.

The Water Billing Department at 415 N. Richardson Ave.

Applications for new City utility service are made at the water billing department, 415 N. Richardson Ave., open 8:30 a.m. to 4 p.m. Monday through Friday. A deposit is required for new service. It ranges from $91.50 to $225 for residential and commercial accounts, based on the customer's credit rating. A water department staff member must verify identification before service begins.

For tenants, a landlord must file the City's Notice of Financial Responsibility with the Utility Billing Office for each new tenant if the tenant is to pay the City utility bills.

New Mexico Gas Company and Central Valley Electric Cooperative

New Mexico Gas Company is the natural gas company listed on the City's Services & Utilities page, at (888) 664-2726. To start, stop or transfer gas service, contact the company at 1-888-664-2726 or stop at one of its business offices.

Central Valley Electric Cooperative has an online or printable residential service application for an existing home, and takes new-service requests by phone at 575-746-3571.

Roll-out containers and the $24.36 trash fee

Where there is curbside collection, the City provides free 90-gallon roll-out containers. Household trash service is $24.36 per month, and the fee is added to the monthly City water bill.

The grapple truck and the four-foot bundle rule

Residents call the Solid Waste Department at 575-624-6746 to request a grapple truck for trash too large for standard bins. City ordinance requires bulky waste to be broken down or compressed into securely-tied bundles no more than four feet long and 50 pounds in weight.

The Roswell Municipal Landfill on W. Brasher Road

The Roswell Municipal Landfill is at 3006 W. Brasher Road, open Monday to Friday 7:30 a.m. to 4 p.m. and Saturday 8:30 a.m. to 3 p.m.

Once a month, City of Roswell residents can bring one pickup truckload of trash to the landfill free: with a valid City water bill and identification, the landfill tipping fee is waived. This excludes tires, construction material, shingles, e-waste or heavy loads. The landfill does not accept paint, explosives and bullets, or unknown chemicals; call 575-624-6746 if unsure.

Recycling drop-off at the landfill is free and takes cardboard, aluminum cans and tin cans. The landfill has no designated drop-off program for electronics; the City lists private businesses to ask instead.

Roswell Independent School District and the library card

Public schools are run by the Roswell Independent School District, (575) 627-2500. Its high schools are Roswell High School, Goddard High School, Early College High School and University High School. A child new to the district enrolls through the district's process, which starts with meeting age requirements.

Anyone living in or owning property in the City of Roswell or Chaves County can get a Roswell Public Library card by showing identification and proof of current address and having a clear record of fines or fees.

Roswell Transit, Dial-a-Ride and the Airport Shuttle

Roswell Transit runs a Main Street route seven days a week, with rides at $0.25 for most riders. Dial-a-Ride serves bus stops not on the Main Street route, seven days a week; call 575-624-6766 to request a pickup. Roswell Transit also offers an Airport Shuttle Service within its service boundaries, requested by calling 575-624-6766.

Chaves County tax bills, voter registration and City permits

Roswell is in Chaves County. Chaves County property tax bills are mailed on or before November 1 each year. At least half of the year's taxes must be paid by December 10 to avoid interest and penalty charges, at the Chaves County Treasurer's Office, 1 St. Mary's Place, Suite 200.

The Chaves County Clerk's Office handles voter registration; call 575-624-6614 to have an application sent to you.

The City mandates that all dogs and cats six months and older be spayed or neutered, vaccinated and have a registered microchip. Short-term rentals must have a short-term residential rental permit from the City, renewed annually, and a City business license.

Roswell joined the National Flood Insurance Program on January 19, 1982; the flood study and maps can be viewed at the City Engineering Department, 415 N Richardson Avenue.
