Local services and rules

Moving to Thief River Falls: who to call and what the city asks.

Thief River Falls is in Pennington County, in northwestern Minnesota. Garbage collection splits at the river: Monday and Thursday collection covers the area west of the river, and Tuesday and Friday collection covers the area east of it. Property owners are responsible for the sewer line from the building to the sewer main, including the connection to the sewer main.

Calendar parking and snow removal

From November 15 to March 15, parking is banned from 6:00 a.m. to 9:00 a.m. on Monday, Wednesday and Friday on streets designated as avenues. On other designated streets the same ban runs on Tuesday, Thursday, Saturday and Sunday.

The Mayor can declare a snow emergency that starts calendar parking city-wide before November 15 or after March 15.

City snow removal operations begin when snowfall reaches 2 inches.

City dumpsters and storage containers

The City rents dumpsters for household cleaning through the Public Works Department at 681-8506. The dumpsters are not for construction debris, flooring or old carpet, and a rented city dumpster can stay for a maximum of two weeks.

The City does not pick up construction debris such as roofing, siding, drywall or large rolls of old carpeting.

A council resolution covers temporary storage containers.

Trash bags, bulky items and the drop-off site

The Sanitation Department picks up only black bags printed with TRF, or the city-issued green bags, and the bags must be tied. Personal garbage cans and containers are not allowed for city garbage pickup.

Bulky items are collected on the household's normal garbage day, and each bulky item needs one orange sticker. Large appliances are collected on Wednesdays.

Household hazardous waste such as paint, solvents and fluorescent bulbs is taken at a drop-off site at 1345 Hwy 32 South on weekdays. The city does not pick it up.

City Utility Billing and Electric Utilities

Every customer completes an application for utility service with the City Utility Billing office, phone 218-681-4145.

The City's Electric Utilities department takes utility bill questions and power outage reports at 218-681-4145.

Schools and the Northwest Regional Library

New and returning students in kindergarten through 12th grade register online through Thief River Falls Public Schools.

The Thief River Falls library is part of Northwest Regional Library, and its library card covers permanent residents of Kittson, Marshall, Pennington, Red Lake and Roseau counties.

Pet tags and property tax offices

The City requires a city tag for any dog or cat over the age of 6 months. Proof of current rabies vaccination is required when buying a city tag.

The Pennington County Assessor's Office estimates market value and sets the classification of property for property tax purposes.

The Pennington County Auditor-Treasurer's Office handles property tax collection at the Government Center, 101 Main Ave N.
