Local services and rules

Moving to Council Bluffs: who to call and what the city asks.

Council Bluffs is the county seat of Pottawattamie County, Iowa. The City collection contract includes seasonal yard waste collection from April 15 to May 31 and from October 15 to November 30. When weather and street conditions warrant, the Mayor may declare a ban on on-street parking. During a declared odd-even parking ban, cars must park on the odd number side of the street on odd calendar dates and the even number side on even calendar dates.

Council Bluffs Water Works

Council Bluffs Water Works takes applications to start water service, and an application must be received at least one working day before the date service is to begin. The utility also requires a security deposit from customers.

City Right-of-Way Division and snow routes

The City Right-of-Way Division oversees the placement of dumpsters or containers and equipment parked in the right-of-way.

Emergency snow routes are marked with a blue Emergency Snow Route sign. Residents are responsible for keeping a place free of snow and ice for garbage and recycling containers.

Property owners must remove all snow from sidewalks adjacent to their private property within twenty-four hours after the snow has fallen or ice formed. Blowing or shoveling snow into the street is a violation of City ordinance. Residents can sign up for the Pottawattamie County Emergency Notification System to receive weather-related alerts.

Waste Connections, carts and collection accounts

Residents call Waste Connections at (712) 890-5549 to schedule appliance, bulky waste or special collection, or to report a missed collection.

Recycling is collected every other week, and the schedule for an address is on the WasteConnect app.

The City equips each household with a 96-gallon recycling cart and a 96-gallon garbage cart. Residents who are moving are asked to leave the carts for the next resident.

Collection services begin through the City Treasurer office at (712) 890-5316 Ext. 6 or utilitybilling@councilbluffs-ia.gov.

Appliance and bulky waste pick-ups

Each household is allowed two appliance pick-ups per year. Each household is also allowed two bulky waste pick-ups per year, with a maximum of one scheduled pickup per collection day.

Mattresses and boxsprings put out for bulky waste pick-up must be bagged or completely covered in plastic shrink wrap.

Council Bluffs Recycling Center on Gifford Road

The Council Bluffs Recycling Center at 4441 Gifford Road accepts paper, glass, metal, plastic and cardboard for free during business hours.

The center also accepts furniture, mattresses and other bulky waste that is not suited to regular trash collection.

Household hazardous materials disposal at the center is free for residents of Pottawattamie County. The center takes paint, used oil, batteries and pesticides as household hazardous materials.

Library card, pet license and voter registration

Council Bluffs Public Library accounts are issued at the Circulation Desk on the first floor of the library. To sign up, a new resident brings a photo ID with a current address.

Anyone in the City of Council Bluffs who owns, keeps or harbors a dog or cat six months of age or older must license it under city code. Pet, cattery and kennel license applications are made through the Customer Portal on the City website.

A voter registration form can be completed and returned to the Pottawattamie County Auditor office.

School attendance areas and Special Transit Service

The Council Bluffs Community School District publishes attendance areas for each school building on its district boundaries page.

The City of Council Bluffs runs Special Transit Service (STS), curb-to-curb transportation for individuals with disabilities who are unable to use the city bus.

Rental property registration

All owners of rental property must register each rental unit with the City annually. The deadline for rental registrations is December 31 of each year. City rental housing inspectors perform random and complaint-based inspections.
