Local services and rules

Moving to Dubuque: who to call and what the city asks.

Trash service in Dubuque is pay-as-you-throw: customers pay according to how much trash they set out. Carts are not placed within 2 ft. of parked cars, fire hydrants, light poles or under trees. Residential parking permits are purchased by September 1 to avoid ticketing.

Curbside collection and carts

The City of Dubuque offers curbside collection of trash, recyclables, food scraps and yard waste, and special item pick-up, to single-family through six unit multi-family households within the city limits.

A new or replacement trash, recycling or yard waste and food scrap cart is requested with a collection change form or by calling Public Works at 563-589-4250. Carts are set out by 6 a.m. on collection day, no more than 24 hours ahead.

Curbside recycling is free for City of Dubuque customers, and glass does not go in the recycling bin. Yard debris and food scraps are collected weekly from the beginning of April to the end of November, and by appointment from December through March.

Large items, electronics and drop-off sites

The City of Dubuque collects large items and electronics for a fee, scheduled online, through the REThink Waste App, or by calling 563-589-4250. Large items are typically collected on the regular curbside collection day and must be set out to the curb or alley line by 6 a.m., no more than 24 hours before collection.

The Regional Collection Center is open year round, by appointment. Free glass recycling drop-off containers are placed around Dubuque County by the Dubuque Metropolitan Area Solid Waste Agency.

Electricity, water and sewer accounts

Alliant Energy lists Dubuque, IA as a community it serves with electric service.

The City of Dubuque handles water, sewer and stormwater billing through Utility Billing, and utilities are billed monthly. New and returning customers, and customers moving from one location to another, complete an Application for Utility Service and provide identification.

Residential parking permit districts

Residential Parking Permit Districts are set up at the request of neighborhood residents where parking is difficult because of many non-resident vehicles. The permit districts include areas around the University of Dubuque, Clarke University, Loras College, Dubuque Senior High School and Hempstead High School.

A residential parking permit application needs proof of residency such as a lease, utility bill or ID.

Odd/even snow route parking

When the odd/even snow route policy is in effect, parking is prohibited on the even numbered side of the street on even days of the month and on the odd numbered side on odd days.

The policy is announced at least six hours in advance through area news media, including CityChannel Dubuque. Residents can get an Alert Iowa text notification when the policy is activated by texting DBQsnow to 67283.

Noise hours

Loud construction noise is allowed between 7:00 a.m. and 8:00 p.m. Monday through Friday, and 9:00 a.m. and 6:00 p.m. on Saturday and Sunday. Noise complaints go to non-emergency dispatch at 563-589-4415, and the Police Department enforces the noise ordinance.

Schools and the Jule

New students in grades 1-12 enroll with the Dubuque Community School District through an online enrollment and registration form, and proof of residence and proof of age are required.

The Jule runs fixed route service throughout the community and is open to the public. Jule Smart Passes can be bought at the Intermodal Transportation Center at 950 Elm St.

Assessor, treasurer, pet licenses, voting, rentals and neighborhoods

The Dubuque City Assessor handles all properties within the city limits; property outside the city is handled by the Dubuque County assessor. The Dubuque County Treasurer takes property tax and motor vehicle renewal payments online.

In the City of Dubuque, dogs and cats must be licensed at six months old or within 30 days of getting the animal, and tags must be attached to the pet.

Paper voter registration forms are returned to the Dubuque County Election Office, which can be reached at 563-589-4457.

Rental license applications and renewals go through an online portal, and a first-time applicant registers first.

Dubuque has several neighborhood associations, such as the Bluff Street Neighborhood Association.
