Local services and rules

Moving to Lima: who to call and what the city asks.

Every owner of a rental housing unit in Lima must hold a valid Rental Housing Unit Registration Certificate, whether or not the unit is rented. There is no registration fee, and a new owner of a registered unit must update the registration within 30 days after the sale closes. A garage sale permit from the Building Department is free online and costs $5 in person.

Snow emergencies and sidewalk clearing in Lima

A county sheriff may declare a snow emergency and temporarily close state roads and municipal streets. The City describes three levels, and at Level 3 all roadways are closed to non-emergency personnel.

Under city regulations, the owner or occupant of a property with a sidewalk in front must clear the snow within the first four hours after daylight after the snow stops falling. Failure can lead to citations and fines. The Streets Division does regular street cleaning when the weather permits, and a street that needs cleaning is reported at (419) 221-5165.

Water, sewer and refuse billed by the Utilities Customer Service Division

The City's Utilities Customer Service Division bills water, sewer and refuse. Signing in for service takes a Water Service Agreement and a valid picture I.D.

Utility service is put in the name of the deeded owner of record as shown by the Allen County Auditor, a company representative with the owner's permission, or a recent buyer with a deed stamped by the Recorder's office.

The Customer Service Office at 424 N Central Ave. takes payments in person. Bills can also be paid online, by phone, or by automatic withdrawal.

Electric aggregation with service through AEP Ohio

Most Lima residents and small businesses not under contract with another electric supplier are automatically enrolled in the City's electric aggregation program. Service and billing continue through AEP Ohio.

Trash, leaf bags, brush and the ban on home burning

Questions about refuse, recycling and yard waste pick-up go to the Lima Utilities Department at (419) 221-5252. Tree limbs and brush can be bundled or bagged and put at the curb for pick-up on trash day.

Leaf bags are free to City residents at 900 S. Collett St. or at Billing and Collections at 424 N. Central Ave. Small amounts of leaves are placed out with the regular trash.

Trash, yard waste and leftover construction materials cannot be burned at home. A small recreational fire is allowed if it meets specific guidelines.

The compost facility at 1227 E. Hanthorn Road

The Lima compost facility for limbs and yard debris is at 1227 E. Hanthorn Road, phone (419) 227-4240. Residents need to bring their water bill to use it.

Dog licenses from Allen County and spay and neuter vouchers from the City

Dog licenses are enforced by the Allen County Dog Control Department at 1165 Seriff Road. A license costs $22.00 from December 1st through January 31st, and a $22.00 penalty is added after January 31st.

The City runs a Spay and Neuter Assistance Program that gives vouchers to eligible residents: $150 for dogs and $75 for cats.

City income tax, Lima Public Library cards and Lima City Schools enrollment

The City of Lima income tax rate is 1.5%. The City's Tax Department is open Monday through Friday, 8:00 a.m. to 3:30 p.m.

Any Ohio resident can get a library card, free of charge, at any Lima Public Library location by showing a valid photo ID with a current local address. If the ID has no current address, a second document such as a piece of mail is accepted.

Lima City Schools is a school district in Lima, and its website has an Enroll button for new students.
