Local services and rules

Moving to Muskegon: who to call and what the city asks.

A building that stays vacant for 90 consecutive days must be registered with the Planning Department. Chickens must be kept in a chicken coop, which is a fenced or fully enclosed structure.

Winter parking and sidewalk snow rules

Winter parking rules are active every year from December 1 – March 1. In neighborhoods, vehicles must be on the correct odd/even side of the street by 7:00 AM.

On streets that allow parking on one side only, residents may park on their own terrace on days when the legal side is the other one. Parking on a neighbor’s terrace is not allowed.

Property owners, occupants or those in charge must clear sidewalks within 24 hours after a snowstorm ends, or as soon as possible.

Republic Services trash and recycling

Republic Services provides weekly residential trash, monthly recycling and seasonal yard waste removal, with pickup days set by residential zone.

Carts may be put at the curb from 4:00 PM the night before pickup and must be removed by 7:00 AM the day after pickup.

Curbside recycling is opt-in. Once a household signs up, a 90-gallon tote is delivered and pickup is once every four weeks.

Bulk stickers

Bulk items, large items and extra bags that do not fit in the city cart need a bulk sticker for collection.

Bulk item and mixed refuse stickers do not cover household appliances, construction materials, auto parts or yard waste.

Water and sewer service

Water and sewer service questions go to the Water and Sewer Department, which is part of the Department of Public Works.

After a utility shutoff, payment alone does not restore service. The City Treasurer’s Office or DTE must also be contacted to have service reconnected.

Muskegon Public Schools and Hackley Public Library

Muskegon Public Schools enrolls students at its school buildings. A student is not enrolled until the family visits the office with the necessary documents.

Hackley Public Library cards for children under 18 need a parent or guardian to co-sign. The library also issues limited-use cards for six months at a time, renewable.

Rental certificates

Rental Certificates do not transfer to new owners. New owners of rental property must open a new certificate and pass inspections.

Floodplains and neighborhood pages

Floodplain locations can be reviewed through the FEMA Flood Map Service Center, which the city site links to.

The city site has a page for each neighborhood, including Angell, Beachwood / Bluffton, Campbell Field, East Muskegon, Glenside, Jackson Hill, Lakeside, Marquette, Marsh Field, McLaughlin, Nelson, Nims, Oakview, Sheldon Park and Steele.
