Local services and rules
Moving to West Haven: who to call and what the city asks.
West Haven is in New Haven County, Connecticut. Beach parking is free for residents whose vehicles are registered in West Haven and who are not delinquent on motor vehicle taxes. The city uses license plates, checked by scanner, instead of beach stickers. The city sends one tax bill that covers the property tax, the fire district and the sewer charge. Curbside recycling is single-stream, collected in a city-issued blue 65-gallon cart, and recyclables go in the cart loose, not in plastic bags.
The snow parking ban
The snow parking ban stays in effect for 36 hours after a storm. Parking is banned once snow begins to fall on the even-numbered side of most roads, unless the odd side is posted with a No Parking sign. Police can ticket and tow vehicles that violate the severe weather parking ordinance, at the owner's expense.
Sidewalk shoveling and snow in the street
Residents and businesses must shovel sidewalks within 24 hours after a storm, under the Removal of Snow and Ice ordinance. Plowing or blowing snow into city streets is prohibited.
Guest passes on Residents Only streets
Homes on streets with Residents Only parking restrictions can get color-coded guest and event parking passes, displayed on the passenger-side dashboard. Each homeowner in a Residents Only district receives two numbered Guest Parking Passes. They can be emailed and printed at home, or picked up at the Department of Human Resources on the second floor of City Hall, 355 Main St.
Bulk pickup rules from Public Works
Bulk pickup does not take building materials, tires, mattresses or box springs, propane tanks or hazardous waste. Bulk trash must be generated by the resident of the home where it is collected, and items placed in front of a vacant lot or home are not collected. Mattresses and box springs go out for curbside pickup in a mattress bag bought from the Department of Public Works, on a day it schedules at purchase. Brush is picked up in the 1st and 3rd weeks of each month. Residents with more than 6 cubic yards of bulk trash must rent a dumpster or hire a junk removal service.
Where bulk trash, hazardous waste and electronics go
Residents can take bulk trash to the New Haven Transfer Station at 260 Middletown Ave. Hazardous waste, including propane tanks and oil-based paint, goes to HazWaste Central at 90 Sargent Drive in New Haven, which is open Saturday mornings from mid-May through October. The city compost site at 1 Kimberly Ave. takes untied brush, and leaves in paper bags.
Electronics can be dropped off free at the city garage, 1 Collis St., from 8 a.m. to noon on four designated e-waste drop-off days a year. It does not accept batteries or anything with refrigerant, such as air conditioners and dehumidifiers.
Recycling carts and sewer lines
The recycling cart goes to the curb the night before the scheduled pickup day. A lost or stolen recycling cart is reported to Public Works at 203-937-3585. The city runs its own Water Pollution Control Plant and sanitary sewers, and a 24/7 line at 203-937-3637 handles sanitary sewer problems.
School registration and the library card
New student registration in the West Haven public schools requires two proofs of residency, a mortgage statement or lease plus a utility bill dated within 30 days (gas, electric, phone, cable or water). A West Haven Public Library card needs one picture ID and one item showing name and current local residential address, presented at the Library in person.
Bus, Metro-North and Tweed
The Greater New Haven Transit District provides local bus service. West Haven has a Metro-North Railroad commuter station within walking distance of downtown, with a surface parking lot. Tweed-New Haven Airport offers regional service nearby.
