Local services and rules

Moving to Battle Creek: who to call and what the city asks.

Battle Creek is in northwestern Calhoun County, Michigan. Trash, recycling, bulk items and yard waste may be collected by different trucks at different times. The city treats its drinking water from the Verona Wellfield. Battle Creek levies a city income tax on individuals and businesses, collected by the Income Tax Administrator.

Snow emergency parking prohibitions

The City Manager may declare a snow emergency parking prohibition on all streets when snow, sleet or freezing rain is falling or forecast. It stays in effect until the City Manager ends it, except for blocks already cleared curb to curb.

A prohibition does not go into effect until at least three hours after it has been announced at least three times between 6:00 a.m. and 11:00 p.m. on any day.

Not every street in the city is maintained by the city; some are county-managed roads. SnowPaths shows how recently city crews have plowed snow from city streets.

Work hours and loading noise

Erecting, excavating, demolishing, altering or repairing a building is allowed only between 7:00 a.m. and 6:00 p.m. unless a permit is first obtained from the Department of Public Works. A loud and excessive noise made while loading or unloading any vehicle is listed as a noise violation.

Utility Billing accounts and the moving page

Utility Billing handles water, sewer and garbage accounts, including billing, payments, rates and account assistance. Tenants open a utility account in their own name through an application. After submission a customer service representative calls to review the deposit amount and payment options.

A city page for moving in, moving out or moving within the city has forms to start utility service, manage an account, update garbage service options, request billing adjustments and apply for utility connections.

Weekly trash, bulk items and rental carts

Single-family homes receive weekly, unlimited trash collection. Residents may use Republic Services rental carts or approved personal containers.

Bulk items are collected weekly and must be safely liftable at the curb. Accepted items include mattresses and box springs wrapped in plastic and household furniture such as chairs, couches and tables. Construction and demolition materials, tires and roof shingles are not accepted.

Curbside recycling, yard waste and drop-off sites

Curbside recycling is optional and collected every other week, and it requires enrollment. Once enrolled, residents receive a recycling cart with a light blue lid.

Weekly curbside yard waste collection runs during the growing season. Burning leaves is prohibited.

Brice Pit, at 715 West River Road, takes leaves, grass clippings, ornamental grasses, brush and tree limbs from city residents, and is not open on weekends or holidays. Free food scrap drop-off locations are available through a partnership with My Green Michigan.

Battle Creek Public Schools and Willard Library

Families new to Battle Creek Public Schools with no children already enrolled create a Skyward Family Access account to enroll online. Enrollment needs an original birth certificate, immunization records and proof of address such as a current utility statement, a lease agreement or a property tax statement.

Willard Library gives free library cards to anyone who lives or pays property taxes within the Battle Creek, Harper Creek, Lakeview or Pennfield school districts. A card is issued at either library location with a current photo ID.

Pet licenses, voter registration, property taxes and rentals

All dogs and cats within city limits must be licensed annually or triennially, through DocuPet or in person at City Hall.

Voters can register by mail, at the Office of the City Clerk or at any Michigan Secretary of State Branch Office. The City Clerk is at 10 N. Division Street, Room 111.

The city treasurer's office collects property taxes on behalf of schools, Calhoun County, the library, Kellogg Community College and the state of Michigan.

Rental properties are subject to inspection and permitting requirements.

Ride Calhoun, the airport and Neighborhood Planning Councils

Ride Calhoun runs fixed-route bus, paratransit and on-demand service for the Albion, Battle Creek, Marshall and Springfield communities.

Battle Creek Executive Airport at Kellogg Field is a general aviation field owned and operated by the city.

Neighborhood Planning Councils connect residents with the city and meet monthly.
