Local services and rules

Moving to Bay City: who to call and what the city asks.

Bay City is in Bay County, Michigan, and is the county seat. Electric service comes from Bay City Electric Light and Power (BCELP), a municipal utility owned by the city. Solid waste nuisances, including clean-out and move-out occurrences, are subject to fines.

Snow plowing and towing on city streets

Parking on city streets is discouraged whenever snowfall requires residential streets to be plowed. A disabled vehicle left on a city street for more than 48 hours may be towed. Property owners must keep sidewalks clear of snow and ice within 24 hours after a snowfall.

Sanitation pickup and curb times

Sanitation collection begins at 7 a.m., Monday through Friday. Trash goes out at the curb no sooner than 4:00 p.m. the day before regular pickup and no later than 7:00 a.m. on pickup day.

One bulk item or two kitchen-size (13-gallon) trash bags may be placed at the curb to be picked up on the regular trash day. Building materials, automotive parts, appliances, scattered refuse and hazardous materials are not picked up at curbside. Curbside recycling is available to all residential utility customers of the city.

Bay City Recycles dumpsters and the Drop-Off Center

Bay City Recycles offers in-city residents 2-day rentals of 4-yard dumpsters. The Drop-Off Center at 2900 N Water Street takes drop-offs by appointment only. Residents of Bay City and surrounding communities may use the center and its services.

Utility Customer Service at 301 Washington Avenue

Utility Customer Service administers the utility billing system, including meter reading, electric billing and water/sewer billing.

New utility service is set up in person at Utility Customer Service, 301 Washington Avenue, Suite 106, with the Application for Utility Service, a copy of a signed lease or deed and a picture ID.

Rental certification, the Treasurer, the Assessor and the Clerk

Rental properties in the city must be registered, inspected and certified before a tenant occupies them.

The Treasurer accepts payments for property taxes, utilities and parking tickets. The Assessor's Office handles land splits and combinations, property transfer affidavits, homestead exemption affidavits, and name and mailing address changes. Voter registration and elections are handled by the Bay City Clerk's office.

Schools, library cards and Bay Metro buses

Bay City Public Schools offers a Home School Locator where an address shows a child's home school. Questions about enrolling a new student go to the Student Services Department at (989) 671-8121.

A Bay County Library System (BCLS) card application is filled out at any BCLS branch or printed in advance from the system's website. A photo ID showing an address, such as a driver's license, is brought when applying.

Bay Metro Transit buses depart hourly from the Central Bus Station at 1124 Washington Avenue in downtown Bay City. The Bay Metropolitan Transportation Authority (BMTA) also operates Dial – A – Ride (DART) for senior and disabled citizens of Bay County.

Citizens District Councils

Bay City has Citizens District Councils (East Side, West Side and South End) that advise the city government on development of their districts.
