Local services and rules

Moving to Saginaw: who to call and what the city asks.

Saginaw has a city income tax, administered by the Saginaw Income Tax Department under the Uniform Income Tax Ordinance. A Historic District Commission reviews plans for construction, alteration, repair, moving or demolition of structures or signs in the city's local historic districts. MBS International Airport is owned by the City of Midland, County of Bay and City of Saginaw.

No street parking from 3 AM to 6 AM

No parking is allowed on any city street between 3 AM and 6 AM. Vehicles may not be parked in a front yard unless the area is a designated parking area, such as cement or gravel. Monthly parking permits are obtained through the Neighborhood Services & Inspections Department at City Hall.

Water and sewer billing at City Hall

Water and sewer billing comes from the Customer Accounting Division at City Hall, which initiates new accounts and closes accounts when requested. A Water Service Application is the form for starting service. The water billing office does not accept monthly payments. Payments are taken at the city treasurer's office and online.

A-week and B-week recycling

Curbside recycling is collected every other week, on the same day as other waste collection, on an A-week/B-week schedule. Trash, recycling and yard waste must be at the curb by 7:00 am on the designated service day, and collection is delayed one day when a major holiday falls on a weekday. Yard waste collection runs from the first full week of April through the first full week of December, in paper compost bags or cans between 20 and 35 gallons labeled with Yard Waste stickers.

Brush, the Convenience Station and the compost site

Brush is collected from the curb once a month from April 1st through November 30th. The west side of the city is picked up from the 1st through the 15th and the east side from the 16th through the end of the month.

The city Convenience Station takes recyclables, building materials, furniture, trash and other miscellaneous items from city residents. It sits behind the Public Works building and is open to city residents on the second Saturday of every month from 8 am to 12 pm. No paint or chemicals are accepted.

The city runs its own compost site on Veterans Memorial Highway, open to the public April 1 through November 30.

Household hazardous waste events

Household hazardous waste, paint and electronics drop-off events run from April through September and are free to Saginaw County residents. An appointment is required, made online or by calling 989-781-9555.

Property taxes and the County Treasurer

The city bills property taxes twice a year. Unpaid city property taxes are transferred on March 1st to the County of Saginaw Treasurer, a separate entity from the city.

Saginaw Public Schools and library cards

Saginaw Public Schools enrolls K-12 students through an online enrollment form. Public Libraries of Saginaw issue library cards to anyone who lives in its legal service area, which includes the City of Saginaw.

Neighborhood associations

The city lists neighborhood associations including Adams Boulevard Area, Cathedral District, Covenant, Fairground, Heritage Square, Houghton-Jones, Old Town District, Wickes Park and Southwest Saginaw.
