Local services and rules

Moving to Carmel: who to call and what the city asks.

Carmel Utilities offers residential Summer Sewer Relief: sewer is billed May through October on the average of the previous winter's usage. Trash and curbside recycling go through the City program with Republic Services, and the program is required of all residents within City limits. Since February 1, 2026, all residential rental properties in the city have also had to be registered and permitted.

Parking a moving truck and construction noise hours

A freight-carrying vehicle of one-ton capacity or more, or any vehicle more than 20 feet long, may park on a City street only while loading or unloading freight. Vehicles may not be parked on any lawn or greenspace within the City except while actually being loaded, unloaded or washed. Vehicles must be parked parallel with the edge of the street, headed with traffic, with the right-hand wheels within 12 inches of the curb, except on streets approved for angle parking.

A commercial vehicle may not be parked on public property or right-of-way for more than four hours unless it is used in conjunction with construction or delivery of goods to that property. The rule is in the City code.

The City requires a Right-of-Way permit for restricting traffic, vehicle or pedestrian, in its right-of-way and easements. Applications are submitted through the City's online permit portal.

The City code allows construction noise from 7:00 a.m. to 9:00 p.m. Monday through Friday, and from 8:00 a.m. to 9:00 p.m. on Saturday, Sunday and State holidays.

Carmel Utilities new service requests

Carmel Utilities takes new-service requests through an online form on its website. Requests are carried out Monday through Friday during regular business hours. The new service fee is $20.00.

Republic Services carts, bulky pickup and hazardous waste drop-off

Trash and recycling are both picked up weekly, and normal collection hours are 7:00am to 6:00pm on the day of service. The program includes three carts at the monthly price; additional carts cost $6.75 each per month. Carts are ordered through Republic Services at 317-917-7300.

Bulky items such as household furniture, some appliances and bicycles get a special pickup for an additional $20.00 per item, paid by the resident.

Carmel runs a Household Hazardous Waste facility that takes items such as solvents, pesticides and paint products. It is free of charge to City of Carmel residents and Carmel Utilities residential customers.

The Hamilton County drop-off center and self-serve General Recycling Area is at 1717 Pleasant Street, Noblesville. It is open Tuesday through Friday 8am to 5pm and Saturday 8am to 1pm, closed Sunday and Monday, for Hamilton County residents only.

Carmel's Rental Registration Program

All residential rental properties in Carmel must be registered and permitted under the city's Rental Registration Program. Rentals are limited to 10% of homes in any subdivision. The rental permit fee is $5 per rental property, due at registration.

Schools, library card, county rides and voter registration

Carmel Clay Schools asks new families to begin enrollment by completing its Online Registration Packet.

At CCPL, Carmel residents get a library card by bringing a photo ID with a current Carmel (Clay Township) address. If the ID does not show it, an official document such as a utility bill or bank statement is also needed.

Hamilton County Express, the county's transportation service, takes ride reservations at 317-773-2688, 8a-4p.

Hamilton County residents can register to vote online, by mail, or in person at the Voter Registration office, 1 Hamilton County Square, Suite 106, Noblesville, phone 317-776-9632.

Property tax deductions and the breeder's permit

In Hamilton County, a property tax deduction must be filed by January 15th to affect the next tax bill. Once approved it does not need to be re-filed unless the deed, marital status or use of the property changes.

Carmel requires dogs and cats to be spayed or neutered within six months unless the owner gets a breeder's permit from the Carmel Police Department. Breeder permits cost $10 per animal and are valid for 12 months from the issue date.

City plowing and the Floodplain Manager

After 3 inches or more of snow, a complete city plow of every street starts once the snowing has mostly ceased; cul-de-sacs are not always plowed out completely.

The City's Floodplain Manager in the Department of Community Services, 317-571-2444, handles questions about the City's flood program.

Midtown Plaza and the Arts & Design District

Midtown Plaza connects the Arts and Design District and City Center. The Arts & Design District, in Old Town Carmel, is certified as an official Indiana Cultural District.
