Local services and rules
Moving to Cumberland: who to call and what the city asks.
Cumberland is in Allegany County, Maryland, and is the county seat. Most collector sewers in the city carry both storm water and sanitary flow, though some areas have separate storm and sanitary systems. Trash is not accepted at the curb in cardboard boxes, and a recycling bin that holds items that cannot be recycled is left uncollected and tagged.
Dumpster permits, downtown kiosks and the Frederick Street garage
Placing large equipment such as dumpsters or cranes in the public right of way requires an approved Dumpster Permit. The application must be received at least 5 days before the placement date, and Community Development collects the applications.
Several downtown streets have automated parking kiosks that must be used to pay for parking on those streets. The Frederick Street Parking Garage is reserved for permit parking only, with no daily public parking.
Downtown parking enforcement is in effect Monday through Friday from 8 AM to 5 PM. Street Maintenance performs annual citywide leaf collection.
Trash set-out times and the two recycling days
Trash may not be set out for collection before dusk of the day before collection. Empty trash containers must be taken in before 6:00 p.m. on the day of collection.
Curbside recycling is picked up on the same day and time as regular trash collection. Co-mingled containers (plastic, glass, aluminum and steel) go out on the earlier of the two weekly trash collection days, and mixed paper goes out on the later one.
Bulk pickup, county drop-off sites and the compost site
Bulk item pickup is scheduled through the Public Works Office at 301-759-6620, and collections must be scheduled by 3:00 each Tuesday for pickup that week. Pickup runs weekly on Thursday for East Side and West Side, Friday for South Cumberland and Downtown, and Saturday for North Cumberland, with items set at the curb with regular trash.
County-operated residential refuse sites take household trash for drop-off, with a trash sticker required on each bag or item. Businesses and commercial entities may not use the county refuse site drop boxes.
Allegany County Government operates a supervised compost site for yard trimmings, open to county residents and businesses.
Allegany County Transit buses from Frederick Street
Allegany County Transit operates a fixed route bus system and Alltrans, a demand response and ADA paratransit service. The fixed route bus system operates Monday through Friday.
All fixed routes originate in Downtown Cumberland on Frederick Street and serve LaVale, Cresaptown, Frostburg, the Frostburg State University campus, Midland, Lonaconing, Barton and Westernport.
Rental licenses and the Agent Registration form
A residential dwelling unit occupied by someone other than the owner must be licensed as a rental and inspected by the city, under the Rental License Program. The rental licensing year follows the city fiscal year of July 1 through June 30.
An owner who does not live in Allegany County, Maryland must assign an agent who lives in Allegany County and complete an Agent Registration form.
Utility bills, floodplain permits, elections and neighborhoods
Water, wastewater and trash are billed together on a monthly utility bill handled by the Tax and Utility Division of the city Finance Department.
Questions about permits for development on or near the floodplain go to 301-722-2000 X5600.
The Allegany County Board of Elections is at 701 Kelly Road, Suite 231, in Cumberland, phone 301-777-5931.
Neighborhood associations include Chapel Hill, Eastside and Rolling Mill, along with North End Crime Watch.
