Local services and rules
Moving to Durham: who to call and what the city asks.
Durham has Controlled Parking Residential Areas (CPRA). In areas A through E, signs show two-hour limits from 8 a.m. to 5 p.m. Monday to Friday, except by permit decal. In Area F, signs show parking restrictions from 6 p.m. to 2 a.m., seven days a week. Separately, a Temporary Use Permit is not needed for a PODS container or temporary dumpster on residential property if it is there 30 days or less.
Right-of-way permits, on-street parking, sweeping and snow
A City right-of-way Temporary Closures permit covers temporary dumpsters and the temporary closure of streets, sidewalks and on-street parking areas.
The City also runs a Temporary On-street Parking Permit program for vehicles that need to park in on-street spaces without regard to the posted time limit.
The City sweeps streets on defined routes on a regular rotation. Residents can request special sweeping through Durham One Call.
In snow, the City tows vehicles that are abandoned in travel lanes on streets where they impede plowing. Residential streets are plowed only after all primary and secondary streets have been cleared.
City of Durham water, sewer and the monthly bill
The City of Durham provides water and sewer, stormwater and solid waste collection services to Durham residents and businesses. Water use, annual stormwater fees and optional yard waste service are all included in the monthly water bill.
New water and sewer customers apply online. Past due balances must be paid before service starts at a new location. A Service Initiation Fee of $50 appears on the first water bill.
The City charges a deposit for initial water and sewer connection, for renters and owners alike. The amount depends on meter size, and a renter must provide a lease.
Garbage carts, blue recycling carts and yard waste
Garbage carts go at the curb after 6 p.m. the night before collection day or by 5 a.m. on collection day. Emptied carts must come in from the curb within 24 hours or the resident may get a citation.
Recyclables bagged for the blue cart must go in brown paper bags only. Households can request up to three additional blue recycling carts at no charge, through Durham One Call.
Yard waste pickup is optional. Participating households pay $7.50 a month, added to the water bill.
Bulky item collection by request
Curbside bulky item collection is by request only. One collection a week of up to 3 bulky items is free.
Building materials, electronics, tires, wood and lumber, and television sets are not taken in bulky pickup. They go to the Waste Disposal and Recycling Center.
The drop-off sites at 2115 East Club Boulevard
The Waste Disposal and Recycling Center, Household Hazardous Waste Center and Yard Waste Facility are all at 2115 East Club Blvd and are open to City of Durham and Durham County residents.
They are open Monday to Friday 7:30 a.m. to 4:00 p.m. and Saturday 7:30 a.m. to 12:00 p.m. Customers must be inside the gate at least 15 minutes before closing. Loads entering the transfer station must be covered and secured, or financial penalties may apply.
The Household Hazardous Waste Center takes materials such as oil-based paint, pesticides and motor oil from Durham city and county residents, with no fee. Commercial users may not use it.
AT&T, Google and Spectrum fiber, and GoDurham buses
The City names AT&T, Google and Spectrum among private companies building new and upgraded communications infrastructure, including gigabit fiber, in Durham.
GoDurham runs bus service in Durham and offers free Wi-Fi on its buses. GoDurham ACCESS is the ADA paratransit service for the City of Durham.
Durham Public Schools enrollment and Durham County Library cards
Durham Public Schools handles enrollment of new students entirely online.
Durham County Library cards are free to all Durham County residents. To get a card, go to any Durham County Library location, including the Bookmobile.
Homestead relief, voter registration and flood insurance
