Moving to Elmira: who to call and what the city asks.

Elmira is in the south-central part of Chemung County, New York, and is surrounded on three sides by the Town of Elmira. Flooding in Elmira can come from the Chemung River, Newtown Creek, Diven Creek, Hoffman Creek, Heller Creek and storm drainage systems. Handicapped parking permits go only to applicants who live within the City of Elmira, and they are issued to the person rather than the vehicle, limited to one per applicant.

Sanitation pick-up and the Sanitation Fee

Sanitation pick-up is an opt-in service. A City tax bill with a Sanitation Fee line item shows a household is opted in. The fee covers 6 bags per week of residential garbage up to 30 pounds each; overweight garbage or more than 6 bags is not collected.

Garbage and recycling go in the right-of-way between the sidewalk and curb in front of the residence, no more than 12 hours before the scheduled pickup. Questions about sanitation service go to the Sanitation Department at 607-737-5751.

Friday furniture pickup, the compost site and recycling bins

Public Works picks up furniture and appliances every Friday morning. Items are registered with the City Clerk by 3 pm on Wednesday, and proof of residency is required. The city pickup does not take freezers, refrigerators, air conditioners, lawn mowers, mattresses and box springs, or anything containing Freon or other toxic chemicals; a commercial hauler handles those.

The compost facility at the Public Works site, 850 E Washington Ave, takes grass, leaves, shrubs, twigs, plant material and branches. Construction debris, fencing, concrete and metal are not allowed.

Replacement recycling bins are sold at the Chemung County Shredder Station at 1690 Lake Street, Elmira.

Truck routes, Special Hauling permits and underpass clearances

Trucks over 10,000 pounds traveling through the city must use the designated Truck Routes under a local ordinance. Oversized loads, meaning over-width, over-height and over-weight vehicles, need a Special Hauling permit from the Department of Public Works.

Underpass clearances are 9’2″ on Westside Ave between Eldridge Park Rd and College Ave, 11’8″ on E Hudson St and E Miller St, and 11’11″ on E Fifth St.

Water Board accounts, the assessment roll and voter registration

Water bills come from the Elmira Water Board, and an online account is opened with the account number and CID from a bill.

The Assessor's Office, in City Hall at 317 E Church Street, maintains the assessment roll that lists every property's assessment.

The Chemung County Board of Elections registers eligible citizens to vote and administers national, state, county, city and town elections.

Dog licenses and the Eldridge Park dog park

A new dog license is issued in person at City Hall and requires a rabies vaccination certificate from a licensed veterinarian. A dog owner who moves into or out of the City contacts the City Clerk at 607-737-5672 or 607-737-5673 so the dog license can be changed.

A fenced off-leash dog park is located at Eldridge Park. Dogs using it must be licensed and vaccinated and wear a visible dog license.

Elmira City School District registration and the School Zone Map

New-student registration with the Elmira City School District asks for a copy of the birth certificate, three proofs of residency and the district registration forms, submitted online or in person. The district has an ECSD School Zone Map where an address or school name can be searched.

Rental Registration and Rental Certification ordinances

All rental properties in the city must be registered under a Rental Registration Ordinance. They must also be certified under a Rental Certification Ordinance, which sets the conditions for revoking certification.
