Local services and rules
Moving to Binghamton: who to call and what the city asks.
On odd calendar days, vehicles park on the odd side of the street until 5pm, and the switch happens each day at 5pm. Street work permits are not issued from November 1 through April 1 except in an emergency. Raking leaves into the street or along the curb line is prohibited.
Alternate side parking, metered spaces and street work permits
The alternate side parking rules apply 24 hours per day on all City streets, including streets with parking on only one side. They do not apply to kiosk parking.
On-street metered parking is offered as marked in downtown and the near west side. Many spaces have time limits or overnight prohibitions.
A street work permit is required for work in a public right of way, including placement of dumpsters and construction trailers. The permit is administered by the Department of Engineering.
Loading and construction noise hours
Loading, unloading or handling boxes, crates, containers or building materials between 8:00 p.m. and 6:00 a.m. is prohibited when it causes unreasonable noise across a residential property boundary.
Construction, drilling, excavation or demolition tools and equipment may not be operated between 8:00 p.m. and 8:00 a.m. or at any time on Sunday, except for emergency work.
Binghamton Public Works trash, recycling and bulk pickup
Recyclables must be clean and placed together in an official Broome County recycling bin. Trash and recycling collection is delayed during snow removal operations.
Pickup of metal appliances is scheduled by calling the Binghamton Public Works dispatch office at (607) 772-7020. Items too large or heavy for a City bag, such as couches and mattresses, are collected as trash on the same day as garbage.
Broome County Landfill Household Hazardous Waste Facility
The Broome County Landfill Household Hazardous Waste Facility at 286 Knapp Road, Binghamton holds free drop-off days each month for residential use only.
Household hazardous waste includes pesticides, fertilizers, oil-based paints and thinners, cleaners, and pool and hobby chemicals.
Water and sewer bills from the City Treasurer's Office
Water and sewer bills are prepared, mailed and collected by the City Treasurer's Office. Water bills can be paid online by credit or debit card or e-check, and an account can be looked up by account number or property location through the water and sewer bill page.
Property and school tax bills for city properties are handled by Broome County rather than the city.
Binghamton City School District registration
The Binghamton City School District offers online registration for students new to the district or moving back into it. Student registration can take place year-round, and paper forms are returned to the Office of Attendance and Pupil Services at 98 Oak Street.
Library cards, Greater Binghamton Airport and rental programs
Library cards are free to anyone who lives or owns property in Broome, Chenango, Delaware or Otsego counties and can be used at any of the 4CLS libraries in those counties.
Greater Binghamton Airport (BGM) is in Broome County, about 8 miles north of the city of Binghamton, and is owned by Broome County.
The Code Enforcement office supports a Rental Registration program and a Vacant Property program.
