Local services and rules
Moving to Greenville: who to call and what the city asks.
The City of Greenville charges $25 a month for curbside collection, and the fee appears on the water bill. The City's general encroachment permit covers any construction or blockage in the City right-of-way, and its listed examples include dumpsters and moving vans.
Encroachment permit applications for a moving van
Applications for the encroachment permit are available online or at City Hall. Review of a general encroachment application can take up to 10 business days. Blocking any part of the City right-of-way without an encroachment permit brings extra permit fee charges.
Loading zones, curb rules and free two-hour parking
All loading zones in the city have a 30-minute limit and are for loading only unless otherwise posted. They are enforceable 24 hours a day. The City lists parking more than 18 inches from the curb and parking on a sidewalk among common citation violations.
The City has free two-hour parking in its garages, as well as two-hour parking on downtown streets.
Bennett Street and Pettigru Historic District parking permits
The City offers on-street residential parking permits for Bennett Street and the Pettigru Historic District. Residents and business owners without adequate off-street parking may buy up to two permits at $20 each and up to three visitor permits at $10 each.
Permits are valid for one year and need current DMV registration for each vehicle and proof of residency. Applicants join a waitlist through the City of Greenville Parking Portal.
Greenville Water start, stop and move requests
Greenville Water handles start, stop and move requests for water service through an online form on its website, and the request is processed within 24 hours on weekdays. Its customer service number is 864-241-6000.
The City provides curbside service to single family homes, duplexes and triplexes. Eligible homes get it automatically once water service is activated, and only City-issued carts are collected. Someone who recently moved into a new home calls 864-467-4345 to request a cart and to find out the collection day.
Carts, yard waste, bulk pickup and the shredding event
Each household gets one trash cart and one recycling cart at no cost, and weekly collection is provided for both. An additional cart is $60.
Yard waste is collected each week on the normal collection day, with no call needed. It is placed loose at the curb, not in bags.
The City provides bulk waste collection for items that do not fit in the cart. Residents call 864-467-4345 by 4 pm the day before their normal collection day and put the items at the curb by 7 am.
The City holds a free shredding and electronics recycling event in spring and fall at the Public Works campus, 475 Fairforest Way. It takes items such as TVs, computer monitors, scanners and printers, with a limit of 10 electronic items per person.
Floodplain web app and flood insurance
The City offers an interactive floodplain web app so property owners can check whether a property is in a flood hazard area, and a flood zone verification request is available.
Standard homeowner insurance policies do not cover flood losses. The City participates in the National Flood Insurance Program, which makes flood insurance available to all city residents.
Greenlink, the Main Street trolley and the two airports
Greenlink provides fixed route and ADA transportation services throughout Greenville County, and it owns and operates the downtown trolleys.
The Main Street trolley (route 910) runs every weekend: Fridays 5 to 10 pm, Saturdays 1 to 10 pm and Sundays 1 to 8 pm.
Greenville-Spartanburg International Airport (GSP) is about 20 minutes from downtown Greenville. Greenville Downtown Airport (GMU) is a general aviation airport a few miles from downtown.
Newcomers page, schools, pet tags and short-term rentals
The City of Greenville has a Newcomers page covering the city's location, climate, distances to nearby cities, and the International Center of the Upstate. The City also lists neighborhood associations with contacts, including Alta Vista, Augusta Circle Area, Belhaven Village and College Heights.
Greenville is served by Greenville County Schools, the largest public school system in the state. Nine of the district's 11 magnet academies are in the city.
Within Greenville city limits, a current metal rabies tag from a licensed South Carolina veterinarian serves as the dog or cat license, and the tag must be worn on a collar or harness.
Short-term rentals of less than 30 days are allowed only in certain mixed-use, non-residential zoning districts, and the owner needs a current business license and an online permit.
