Local services and rules

Moving to Moline: who to call and what the city asks.

Moline bills water and sewer accounts monthly, and a water account can only be in the property owner's name. Each residence receives one garbage cart, either 96-gallon or 48-gallon, and the cart stays with the property for the next resident. Burning of leaves, tree branches, and grass clippings is prohibited.

Snow Routes and the Neighborhood Improvement Officer

Many main streets are designated Snow Routes. Parking on a Snow Route is not allowed once the city determines that 2 or more inches of snow will fall.

A Neighborhood Improvement Officer handles housing, nuisance, vegetation, zoning and sign code violations and serves as liaison to neighborhood groups and residents.

Garbage and recycling days

Residential garbage collection is provided once a week by the city. Residents who receive garbage collection from the city are automatically enrolled in curbside recycling. Recycling is collected every other week on the regular garbage pickup day.

Bulky item and brush pickup

Each residence is eligible for one free bulky item pickup per calendar year, with a limit of 2.5 cubic yards or 100 pounds. A bulky item pickup is requested through the online form or by calling 309-524-2400.

Stoves, refrigerators, washers, dryers, dishwashers, air conditioners, dehumidifiers, and hot water heaters are eligible for free curbside pickup by calling 1-877-934-5378.

Free brush pickup requires trimmings or tree limbs tied into bundles. Limbs can be no more than 4 feet long and 4 inches in diameter, and bundles no more than 1 foot in diameter.

Upper Rock Island County Landfill and the electronics center

Residents may take refuse and yard waste to the drop-off site at the Upper Rock Island County Landfill, 17201 20th Avenue North, East Moline, Illinois, with proof of Moline residency.

TVs, computers, and other electronics with a screen or circuit board are recycled at the Waste Commission of Scott County's Electronics Recovery Center.

Moline Rental Program

Residential rental properties need a license issued by the city before they are rented or occupied. The rental housing program requires all single-family dwellings and owner-occupied duplexes to register and be inspected.

Pets in Moline

Residents may keep up to four dogs or four cats or any combination of four.

Moline Public Library card

Individuals who live within the Moline city limits are eligible for a Moline Public Library card. Obtaining one takes one current ID with name, photo, and residence within the city limits of Moline, or two pieces of current identification if there is no such photo ID.

Moline-Coal Valley schools and MetroLINK

Moline-Coal Valley School District serves students in Pre-K-12 and publishes a boundary map on its website.

MetroLINK, the Rock Island County Metropolitan Mass Transit District, provides Metro bus service, ADA paratransit and Special Transportation Services, and seasonal ferryboat service with the Channel Cat Water Taxi, and serves Moline.
