Local services and rules

Moving to Plymouth: who to call and what the city asks.

Plymouth is a town and the county seat of Plymouth County, Massachusetts, and a Pay As You Throw community. Curbside trash and recycling collection in Plymouth comes from private waste haulers licensed by the Plymouth Public Health Department. Trash and recycling at a home is not picked up until the homeowner has a contract with a waste hauler. Plymouth has no explicit regulations forbidding overnight parking in its public parking lots, though any parking requirements in effect still apply.

Use of Parking Space Permit from Park Plymouth

Anyone who needs to block or take a public parking space out of service for any period must obtain a Use of Parking Space Permit from Park Plymouth. For use of a public parking space up to 21 calendar days, the permit application is due at least 48 hours before the project or event date.

Premium Permit and the North Plymouth snow zone

Plymouth residents with a valid driver license and current vehicle registration may buy a Premium Permit for downtown and waterfront parking from Park Plymouth.

During a declared snow emergency, on-street parking is banned in a snow storm zone running from Stephens Field to Hedge Road in North Plymouth.

Manomet Transfer Station on Beaver Dam Road

Residents who produce a small quantity of trash and recycling can take it to the Manomet Transfer Station under the Town Pay-As-You-Throw program. Trash taken there must be in orange Pay As You Throw trash bags.

The station on Beaver Dam Road is open 8:00 a.m. through 3:45 p.m. on Sundays, Mondays, Tuesdays, Fridays and Saturdays. Access to the Town Transfer Station is limited to residents enrolled in the Town Solid Waste Program.

For a rented house or part of a house, the landlord or lease agreement determines who is responsible for trash and recycling removal.

Bulky items, hazardous drop-off and Difficult to Manage Waste

Waste haulers often pick up bulky items such as appliances from the curb. Residents with a Transfer Station Vehicle Permit may bring bulky trash to the Transfer Station.

Propane tanks, motor oil, antifreeze and auto and rechargeable batteries can be brought to the Manomet Transfer Station year-round with Town-provided trash and recycling services or a Recycling Only pass.

A separate Difficult to Manage Waste Collection Facility next to the Transfer Station is open Saturdays, Sundays, Tuesdays and Thursdays from 8:00 a.m. to 3:45 p.m.

Water, sewer and electricity accounts

A water service application is submitted online through the Town permitting platform. A sewer permit application is submitted online through the same platform. The Treasurer / Collector issues the water bills, along with property tax and motor vehicle excise bills.

Plymouth residents can get electricity supply through the Community Choice Power Supply Program, a group electricity purchasing program run by the Town of Plymouth. Eversource remains the utility that residents call for service or power outages and that bills them for electricity use.

Dog licenses, rentals, schools, buses and voting

All dogs older than six months need a license from the Town of Plymouth. Short-term rental owners in Plymouth must register and apply for a permit to operate a short-term rental property.

Plymouth Public Schools has a School Assignment by Street page where a family can enter a street name to find the school a child is assigned to. Plymouth is among the communities served by GATRA, the regional transit authority. The Town Clerk office runs local election information and early voting at Town Hall.
