Local services and rules

Moving to Poway: who to call and what the city asks.

Weekly trash and recycling collection is required in Poway. Water works on a clock: a water start request made before 3 p.m. on a normal business day can be reinstated the same day, while requests made after 3 p.m., on weekends or on holidays are subject to after-hours fees. The city also supplies free sandbags and sand, and keeps a flood-hazard lookup online.

Street sweeping every other week

Residential streets are swept every other week. Residents should have vehicles off the street on the designated day between 7 a.m. and 5 p.m.

City of Poway water service

The City of Poway provides water service. To have a meter turned on or transfer service into your name, you complete an Application for Water Service at least 24 hours before the start date. The application is handled in person at City Hall, or by emailing the form with a copy of your photo I.D. A deposit may be required before water service can begin.

EDCO Disposal for trash, recycling and organics

Collection is provided by EDCO Disposal, and new residents call EDCO at 858-748-7769 to establish service. EDCO delivers all containers: gray trash toters, blue recycling toters and green organics toters. EDCO bills customers directly, every two months.

For new move-in customers, EDCO offers a one-time courtesy pickup of large quantities of broken-down moving boxes, usually on the first day of service. The same number, 858-748-7769, arranges it. The city also keeps a New Residents page for trash and recycling at the same address.

Toters cannot be put out earlier than sunset the day before collection. They must be out by 7 a.m. on collection day and must be removed by midnight that day.

Bulky items, the self-haul coupon and hazardous waste

Two times a year, EDCO customers get a coupon for free disposal of one load of bulky items such as furniture or appliances at a local transfer station. For something that must go right away, call EDCO to schedule a bulky item pickup.

The self-haul coupon covers one load of up to 2 tons at the Ramona or Escondido transfer station, on Saturdays and Sundays only. The coupon holder must show a photo I.D. with the current address.

The Household Hazardous Waste facility is open Saturdays from 9 a.m. to 3 p.m. A household may bring no more than 15 gallons or 125 pounds at a time, in containers no larger than a 5-gallon bucket.

Cox or Spectrum, and the PRONTO card

Poway is served by two cable operators, Cox Communications and Spectrum/Charter Communications. Which one serves an address depends on the area.

The PRONTO card is the San Diego regional transit card and replaces traditional bus passes.

Poway Unified School District

Poway Unified School District serves Poway, along with 4S Ranch, Del Sur, Torrey Highlands, Rancho Penasquitos, Carmel Mountain Ranch, Rancho Bernardo and Sabre Springs, through 40 schools.

New students, including transitional kindergarten and kindergarten students, enroll through the district's New Student Enrollment, which stays open for the current school year. The district's enrollment line is (858) 815-1802.

Dog licenses through the San Diego Humane Society

Every dog over four months old must have a current license and wear it. A current rabies vaccination is required to license a dog. Licenses are handled through the San Diego Humane Society and can be bought or renewed online.

Sandbags and flood maps

The City provides free, unfilled sandbags and loose sand to residents at three pickup points on Garden Road, Midland Road and Old Coach Road. Residents can check whether a property is in a flood hazard area using Poway's online Geographic Information System, under the Map Theme called Flood Plain Information. Flood maps and flood protection information are available at City Hall and the Poway Community Library.
