Local services and rules

Moving to Carlsbad: who to call and what the city asks.

Power in Carlsbad comes from the Clean Energy Alliance, a community choice energy authority formed by Carlsbad with Del Mar and Solana Beach. It provides power to Carlsbad residents and businesses. The city is also served by more than one water district, and a property can be checked against the water district map to see which one serves it. Carlsbad residents are served by the public school districts of Carlsbad Unified, Encinitas Union, San Dieguito Union High and San Marcos Unified.

Overnight vehicle parking and construction hours

The City restricts overnight parking of recreational and oversized vehicles on city streets between 2:00 a.m. and 5:00 a.m. Residents and their guests can apply for an oversized vehicle permit, which is displayed in the window when the vehicle is parked on a city street between 2 and 5 a.m. The Police Department issues the permit Monday through Friday, 8:00 a.m. to 5:00 p.m.

Construction hours are Monday through Friday 7 a.m. to 6 p.m. and Saturday 8 a.m. to 6 p.m. Construction cannot occur on Sundays or any federal holiday.

Starting water and sewer service in Carlsbad

For properties in the Carlsbad Municipal Water District, new customers must call 442-339-2420 to start water service. Online self-service is not available for starting service.

In the southern part of the city, water and sewer sign-ups go through the Olivenhain Municipal Water District, Leucadia Wastewater District or Vallecitos Water District.

Republic Services for trash, recycling and bulky items

Republic Services bills directly for residential trash and recycling service, and the City does not bill residential trash through utility billing. Questions about trash and recycling billing go to Republic Services at 760-332-6464.

Residents get bulky item pickups each year from Republic Services; the number to call to schedule is 760-332-6464. Eligible bulky items are typically too large to fit in the curbside cart and weigh less than 200 pounds, such as appliances, furniture, carpet and mattresses. Mattresses must be wrapped in plastic for collection.

Residents may request a temporary suspension of waste collection service by applying to the Sustainable Materials Management Division.

Paint, batteries and household hazardous waste

Carlsbad residents can drop off used paint at the Household Hazardous Waste Collection Facility, 1145 East Taylor St., Vista, CA 92084. The City also offers front-door collection of household hazardous waste; the number to call to schedule is 800-714-1195.

Household batteries can be dropped off at the Palomar Transfer Station Recycling Center.

Carlsbad City Library cards

A library account with the Carlsbad City Library starts with a library card application, and residency in Carlsbad is not required. After applying online, the temporary card number is valid for 14 days only. A government-issued photo ID and proof of current address are needed for a permanent card.

North County Transit, county tax bills and animal services

Local public transportation in Carlsbad, including train, bus and shuttle services, is provided by the North County Transit District. McClellan-Palomar Airport is in Carlsbad and is owned and operated by the County of San Diego.

Property tax bills are San Diego County bills, viewed and paid through the San Diego County Treasurer-Tax Collector.

The City of Carlsbad contracts with the San Diego Humane Society for animal services. Code Enforcement processes permits for short-term vacation rental sites.

When heavy rain is forecast, a limited supply of sandbags may be available at city locations.
