Local services and rules

Moving to State College: who to call and what the city asks.

State College is a borough in Centre County, Pennsylvania, and its Public Works crews collect leaves once each week during leaf collection season. Leaves are to be raked within 5 feet of the curb and not placed in bags. The Borough's curbside organics program is optional and cart-based, for food waste and yard waste that will fit in the cart.

The Street Occupancy permit

The Borough requires a Street Occupancy permit any time the street or grass plot is occupied to unload or store equipment or materials for a short period of time. Applications are made through the online portal and must be submitted at least 10 business days before the proposed work dates. Paper applications are not accepted. The fee for a Street Occupancy permit is $60.

College Heights parking hotline and Parking Department permits

College Heights residents who need to park on College Heights streets call a pre-approved call-in line, the College Heights parking permission hotline, run with the Parking Department.

The Borough Parking Department sells Commuter, Lot, Residential and Overnight permits through its Parking Portal. Commuter permits do not allow overnight parking.

Snow emergencies and sidewalk clearing

When a snow emergency is declared for State College Borough, no on-street parking is permitted, and vehicles left on a public roadway may be ticketed and towed.

Snow and ice must be removed from sidewalks within 24 hours after a winter storm. Property owners who fail to do so may be issued a citation.

State College Borough Water Authority applications and sewer rentals

Water service starts with a written application on the form furnished by the State College Borough Water Authority, made at least 20 days before service is required.

The Authority bills residents quarterly for sewer rentals, which are based on water consumption. Use of the sanitary sewer service is mandatory.

Refuse accounts through the Finance Department and carts from Public Works

To set up a new account for refuse collection, contact the State College Borough Finance Department by email at accounting@statecollegepa.us or by phone at 814-278-4766. Residential refuse collection is on Tuesdays, Wednesdays, and Thursdays, and the Finance Division can tell a new customer which day is theirs.

Under the cart program, refuse, organics, and red-bin recycling are all collected on the same day. Carts should be at the curb by 7 a.m. on collection day. Anyone who has moved into the area recently should contact the Public Works Department at 814-234-7140 to find out how to obtain a cart.

Bulk refuse pickup by appointment

The Borough collects bulk refuse by appointment, which can be scheduled with a Bulk Refuse Pickup Form or by calling 814-234-7135 during business hours. Refrigerators, stoves, washing machines, furniture, and similar items are collected as bulk refuse.

No more than three bulk items may be put out for collection at one time. Bulk items must be ready by 6 am on the collection day and should not be put out more than 48 hours before collection.

Electronics, latex paint and oil based paint at the Centre County Recycling and Refuse Authority

Electronic devices cannot be disposed of as refuse and must be recycled at the Centre County Recycling and Refuse Authority.

The Authority's Transfer Station may accept up to 5 gallons of latex paint per person per day, with a $25.00 minimum charge. It will not accept oil based paint in liquid form; the Authority holds a Household Hazardous Waste Collection each spring that accepts it.

Schools, buses, property taxes and rental permits

The State College Area School District serves the borough. To enroll, parents or legal guardians must be residents in the district, and proof of residency is required, such as a utility bill less than three months old, a signed lease agreement, or a deed/mortgage statement.

CATA provides residents of the Borough and the Townships of College, Ferguson, Harris, and Patton with public transit, with 17 bus routes and 3 micro-transit zones, including Game Day shuttles for Penn State football games.

Property taxes are based on the assessed value of the property as determined by the Centre County Board of Assessment; the County, School District, and Borough each levy them.

All rental housing in the Borough must have a rental permit and is regulated by the International Property Maintenance Code and Fire Prevention Code. The Centre Region Code Administration handles permit issuance and inspections.
