Local services and rules

Moving to Tempe: who to call and what the city asks.

Tempe holds quarterly Zero Waste Day events for disposing of items that cannot go in regular trash or recycling. Anyone renting a property in Tempe for 29 days or less needs a Short-Term Rental License, with a separate license for each unit. Orbit is a free neighborhood circulator shuttle in Tempe, with routes running seven days a week.

Residential permit parking and street sweeping

Residential permit parking applies only in approved areas. Every household in a permit area gets one free vehicle permit each year, and residents may buy 2 additional permits for $5.00 per vehicle per year. Only single-family housing and small rental properties (four-plex or smaller) are considered for permit parking; larger apartment buildings are not.

Arterial streets are swept weekly and residential streets once a month. The City publishes a sweeping schedule and asks residents to keep cars out of the sweeping path during their sweeping week.

Construction hours

Under the City's off-hours construction rules, weekday construction work from May 1 to October 15 is prohibited from 7 p.m. to 5 a.m. unless the City authorizes it.

From October 16 to April 30, weekday construction work is prohibited from 7 p.m. to 7 a.m., and so is construction on weekends and holidays, unless the City authorizes it.

Water, sewer and solid waste through Customer Services

To start or transfer water, sewer and solid waste service, call Customer Services at 480-350-8361, Monday to Friday, 7:00 a.m. to 5:00 p.m., except city holidays.

Residential renters starting service pay a $150.00 refundable deposit. Homeowners who give the name of their title company and escrow number are not charged a deposit. Opening an account carries an administrative turn-on fee of $30.00 plus tax.

The New Community Member Directory

The City publishes a New Community Member Directory listing utilities, school districts, voter registration offices and other services for people new to Tempe; the City's phone number is 480-350-4311.

Under Electricity/Gas, the directory lists Arizona Public Service (APS), Salt River Project (SRP) and Southwest Gas Corporation.

Two elementary and middle school districts, Kyrene Elementary School District and Tempe Elementary School District, and one high school district, Tempe Union High School District, serve the City of Tempe. Under Voter Registration the directory lists the Tempe City Clerk's Office (480-350-4311) and the Maricopa County Election Office (602-506-1211).

Trash and recycling containers

The City collects curbside and alley trash once a week for residents in single family homes. Curbside trash containers go out at curbside or in the driveway by 6 a.m. and come in by 8 p.m. the same day. Recyclables go loose in the blue container, never bagged.

New and replacement trash or recycling container requests for single family homes are submitted through Tempe 311 and answered within two business days.

Bulk pickup and roll-off containers

Residential solid waste customers get bulk trash and green organics collection every other month. Items go out by 6 a.m. Monday of the collection week, no earlier than 10 days before.

Between regular collection weeks, residents can request a special bulk trash or green organics pickup for a fee by calling 480-350-4311. Tempe 311 at 480-350-4311 also takes requests for a roll-off container for construction, demolition or landscape debris.

Household Products Collection Center and the transfer station

The Household Products Collection Center at 1320 E. University Drive takes household hazardous waste that cannot go in trash, recycling or green waste bins. It is open 7 a.m. to 1 p.m. on Wednesdays, Fridays and Saturdays. Drop-off requires ID: a driver's license or a printout of a current Tempe or Guadalupe utility bill.

The transfer station does not accept soil or dirt; residents can take dirt and inert materials to Johnson Stewart Materials for a fee.

Library cards, light rail and storm sand

Tempe has bus service seven days a week and on all major holidays, with holiday service following Sunday schedules. Light rail and the Tempe Streetcar also run in the city.

Tempe Public Library cards are free for all Maricopa County residents. A temporary card can be requested on the library website and finalized in person with photo identification and proof of address.

For questions about a property tax notice or appeal options, Tempe directs residents to the Maricopa County Assessor's Office at 602-506-3406.

The City of Tempe offers free sand and bags for storms on a first-come, first-served basis; one location is Benedict Sports Complex at 490 W. Guadalupe Road.
