Local services and rules

Moving to Waterbury: who to call and what the city asks.

Waterbury is in New Haven County, in the Naugatuck Valley Planning Region. The Waterbury Water Department supplies drinking water in Waterbury, Watertown, Prospect and Wolcott. Residents buy the large blue refuse containers themselves at the Mark Lane Transfer Facility, at $55 per container, while recycle bins are free. The facility keeps two sets of hours: from March 1st through November 30th it is open Tuesday through Saturday, 7:00 am to 2:30 pm, and from December 1st through the end of February it is open Monday through Friday, 7:00 am to 2:30 pm.

Snow removal, street sweeping and noise complaints

The Bureau of Streets coordinates snow removal for the entire city and runs an annual street sweeping program. Noise complaints are reported to the Waterbury Police Department at 203-574-6911.

Curbside collection and bulk pick-ups

The Bureau of Refuse provides curbside collection of all types of municipal solid waste and recycling materials for residents and all municipal buildings. Under the pick-up guidelines, residential trash goes to the curb the evening before collection day, no more than 24 hours before collection and no later than 5:00 a.m. on collection day. Recyclables go in the green cart, set at the curb on the evening before collection.

Special bulk pick-ups need an appointment before items go to the curb, and there is a five item limit.

Mark Lane drop-offs, mattress charges and hazardous waste events

Each household gets two free dumps of bulky waste and four free dumps of yard waste each year at the Mark Lane Transfer Facility, in pick-up truck size loads. Mattresses and box springs dropped there as additional dumps are charged $30 each. A valid Connecticut driver's license showing Waterbury residency is required when delivering materials.

Household hazardous waste drop-off events are held in spring, summer and fall by the Naugatuck Valley Council of Governments, as listed on the solid waste page. Electronics recycling drop-off is free for residents, at the Mark Lane Facility or Take 2, Inc., according to the pick-up guidelines.

Water and sewer email and rental housing complaints

Billing and general customer service questions for water and sewer go by email to Watersewercustserv@waterburyct.org, the address given on the water page.

The Environmental Health Division enforces public health codes for rental housing. Rental complaints go to the Waterbury Health Department Environmental Health Division at 203-346-3903, as set out on the rental housing page.

Property and motor vehicle tax installments

Property, motor vehicles and business personal property are assessed and taxed. Taxes are due in two installments, July 1 and January 1, according to the Tax Collector's online payment page. Pro-rated supplemental motor vehicle taxes for vehicles registered after the October 1 assessment date are due in one installment on January 1. Tax bills totaling $200 or less are due in one installment.

The Tax Collector's Office is at 235 Grand Street, 1st floor, where property taxes can be paid in person.

Applications for the elderly and totally disabled homeowners tax credit program are accepted in the Assessor's Office from February 1st to May 15th.

Silas Bronson Library cards and school registration

Silas Bronson Library cards are free for all Waterbury residents, including newborns. Adults show photo identification with a current Waterbury address; without it, they bring a second document such as a utility bill or piece of mail showing the address. A library card application can be submitted online, but the photo ID with a current Waterbury address must still be brought in person to pick up the card.

Waterbury Public Schools serves the city, and all Waterbury students are required to fill out a registration form. Magnet school registration is handled by the Magnet Schools directly, and each Innovative School has an additional application process.

CTtransit and GWTD dial-a-ride

Local bus service in the Waterbury area is operated by the Waterbury division of CTtransit, run by North East Transportation Company under contract to the CTDOT. Dial-a-ride and paratransit services for eligible riders in Waterbury and nearby towns are available through the GWTD.

Dog licenses, voter registration and the Neighborhood Council

All new and renewal dog licenses require a copy of the dog's current rabies certificate from the vet. In-person dog license renewals and new registrations need no appointment, Monday to Friday 8:30am to 4:30pm.

The Registrars of Voters register voters, including at registration sessions held at high schools.

The city lists a Waterbury Neighborhood Council that gathers all neighborhood associations.
