Local services and rules

Moving to Asheville: who to call and what the city asks.

Asheville runs a City program that provides bear-resistant trash carts to residents, first-come, first-served, with a maximum of 2 per household. The cart carries a monthly charge added to the solid waste fee on the water bill, and a household that moves may not take the cart along; it stays at the property. The City also asks residents to avoid putting trash cans out the night before pick-up days.

Downtown parking space closures for a moving truck

The City of Asheville offers downtown parking space closures for planned or unplanned events, and moving is among them. All parking space closures are subject to review and need at least 72 hours notice. Requests go to parking@ashevillenc.gov or (828) 259-5792.

Closing or occupying a space without prior authorization and payment is charged at a higher rate.

Downtown meters, permits and garages

The City offers on-street permitted parking in several areas within downtown Asheville. Downtown on-street meters have a two-hour maximum limit, and payment is required from 8:00 a.m. to 6:00 p.m., Monday through Saturday.

Monthly parking garage permits are available in the City of Asheville owned and operated parking garages. Some locations may have a wait list.

The Streets Services Division of Public Works handles street sweeping downtown and snow removal from streets within the City's jurisdiction. The City publishes the priority level for streets to receive snow removal treatment.

Noise rules by district

The noise ordinance treats districts differently. For sound from commercial, CBD and industrial districts, it uses decibel limits, with daytime running 7:00 AM to 10:00 PM and nighttime 10:00 PM to 7:00 AM. In the central business and commercial districts, the daytime hours for sound level limits extend to 11:00 PM on Friday and Saturday.

Sound from residential districts, parks, streets and sidewalks is judged by a noise disturbance standard rather than decibel limits.

Bulk pickup when moving into or out of a home

The City of Asheville collects large amounts of trash from a move into or out of a home one time only. The pickup is scheduled by calling (828) 251-1122 or using The Asheville App.

The City collects chairs, beds, mattresses and box springs, sofas and other bulky items on request, and the items go to the curb by 7 a.m. on the scheduled collection day. Appliances such as stoves, ovens, refrigerators, freezers, dishwashers, washers, dryers, air conditioners, trash compactors and hot water heaters carry a per-item fee on the combined utility bill. Carpet is rolled and tied with string or twine, not wire, in 4-foot rolls and placed at the curb.

Garbage, yard waste and Buncombe County drop-off sites

For a missed garbage pickup, residents contact the City of Asheville Customer Service Division at (828) 251-1122. Residents can also take waste items directly to the Buncombe County Landfill or Transfer Station.

Yard waste is collected every other week and goes to the curb by 7 a.m. on the Monday of the collection week.

Buncombe County holds household hazardous waste collection days throughout the year at the landfill at 85 Panther Branch Road. These are county services rather than City pickups. Car batteries will not be collected with household trash, and paint cans must be empty or dried out to be collected with household trash. Used sharps containers go to the Buncombe County Transfer Station at 190 Hominy Creek Road.

Water and sewer account through 828-251-1122

To set up a water account, call 828-251-1122 between 9:00 a.m. and 5:00 p.m., Monday to Friday except on holidays. Beginning a water account requires a non-refundable application fee, plus a refundable deposit for customers who have not established good credit.

City residents are billed for water and sewerage services together in one bill. The Metropolitan Sewerage District provides the sewerage services.

Water bills can be paid in person at Asheville City Hall at 70 Court Plaza.

Asheville City Schools and Buncombe County Schools

Asheville City Schools is a separate district from Buncombe County Schools. A student living outside the Asheville City School District is a Discretionary Admission Student. The district has a School District Mapping Tool where a home address can be searched to see whether it is in the district.

Asheville City Schools enrollment is an online application with uploaded documents. Parents or guardians then show ID in person at ACS Central Offices at 85 Mountain St., Monday to Thursday, 8:00 AM to 4:30 PM.

Buncombe County Schools, a separate district, runs online enrollment at Enroll.BuncombeSchools.org.

Asheville Rides Transit and the ART Station

Asheville Rides Transit (ART) is the City owned operator of public transportation in Asheville. All ART routes originate from the ART Transit Station at 49 Coxe Avenue in downtown Asheville, next to the U.S. Post Office. The intercity bus stop is at 64 Asheland Avenue and can be reached on all ART routes.

ART passes and ticket booklets can be bought in person at the ART Station at 49 Coxe Ave. by cash or credit card. The cash fare is paid in exact change on the bus.

Library card, dog license and voter registration

Buncombe County residents can get a library card free of charge, and library cards are good for three years.

All dogs must have a city license by the age of six months. Cats are not required to have a city license or wear tags, but owners are asked to be ready to show proof of current rabies vaccination.

Buncombe County Election Services registers voters in person at 35 Woodfin St., Asheville.
