Moving to Athens: who to call and what the city asks.

Downtown Athens businesses and residents must take trash and recycling to the ACC Solid Waste Eco-Stations, which are accessed with a mobile key app. ACC Transit runs buses in Athens-Clarke County and detours around the UGA campus on Friday evenings and Saturdays of game weekends. Athens is in Clarke County, Georgia, and the two share one unified government, Athens-Clarke County (ACC).

Dumpsters and pods on the street

Athens-Clarke County does not allow dumpsters or portable storage pods in the public right of way. In the downtown district, the Downtown Parking Authority is the office to call about renting parking spaces.

Residential parking passes on Dougherty Street

Residential parking passes for approved permit-parking streets are obtained from the Transportation and Public Works Engineering Division at 120 W. Dougherty Street (lower level). Tenants can buy passes matching their lease term, either 6 months or 12 months.

Who collects the trash outside downtown

The Athens-Clarke County Solid Waste Department collects in the downtown district and the Urban Service District, the old Athens city limits. Anything beyond that is served by an outside company. ACC has franchise agreements with all private haulers operating in the community.

Residents can request a 96-gallon recycling roll-cart for curbside recycling. Roll-carts must be at the curb before 7:00 AM on collection day.

The landfill, leaf and limb pickup, and CHaRM

The landfill takes metal, including old appliances. It accepts household municipal solid waste, which includes furniture, from Athens-Clarke County and Oglethorpe County only. The Solid Waste Department picks up leaf and limbs from all residents in Athens-Clarke County.

ACC has community drop-off sites for clean single-stream recyclables, including one at the Athens-Clarke County Landfill.

The Center for Hard to Recycle Materials (CHaRM) takes items that cannot be recycled at the curb or at the drop-off sites, including items with hazardous components. It is open to anyone, even non-residents, and residential customers need no appointment.

GA Power, Walton EMC and the water transfer form

Athens-Clarke County Government does not supply power; GA Power and Walton EMC provide power to customers in the Athens area. It does not provide gas service either.

Water service is started, stopped or transferred through the Public Utilities Department, and a move within Athens-Clarke County uses the transfer form. Taking over an account at a location that already has water service, such as an apartment, also goes through the Public Utilities Department.

Student registration, library cards, rabies tags and voter notices

Registration applications for Clarke County schools generally take 2-3 business days to process, and the Office of Student Registration contacts families if more information is needed.

The Athens Regional Library System issues PINES library cards to anyone who resides, attends school, owns property or is employed in Georgia. For a physical card, visit the library with a valid photo ID and proof of current, local residency.

There is no pet licensing in Athens-Clarke County, but dogs and cats must have a current rabies vaccination and display a current rabies tag.

The ACC Elections Department handles voter registration for the county, and a move within the county requires filing a notice of the new address.
