Local services and rules

Moving to Beverly: who to call and what the city asks.

Beverly does not pick up clean outs: a household that moves out or cleans out a house arranges to dispose of large amounts of debris itself. Beverly residents can also apply for a free Lynch Park Sticker, which gives access to Lynch Park and Rose Garden between Memorial Day and Labor Day. Beverly is in Essex County, Massachusetts.

Downtown resident parking permits and guest passes

Residents who live in the downtown parking district can get a free annual parking permit for each household vehicle. The permit is applied for online through the Parking Portal, runs April 1 through March 31 and is tied to the license plate. Downtown residents with a parking account can also get up to three 2-day guest parking passes per month.

The emergency parking ban and the municipal lots

An emergency parking ban is invoked whenever snow or ice is forecast, and no parking is allowed on any street during the ban. Several municipal lots are available during a ban, with meter fees payable during normal meter hours of Monday to Saturday, 8:00 am to 8:00 pm.

Owners of property abutting a sidewalk must clear snow six hours after snowfall ends, or by 1 pm the next day if it snowed at night. The fine is $25.

Beverly Community Electric and water billing at 148 Park Street

Beverly has a group electricity buying program, Beverly Community Electric, with supply from First Point Power. Participants can change their option or opt out at any time with no fee or penalty.

Water costs $4.42 and sewer $7.76 per 100 cubic feet under the rates effective July 1, 2026. Billing questions go to Utility Billing at City Hall, 191 Cabot Street. The Water Department is at 148 Park Street, phone 978-921-6057.

Single stream recycling and the blue-lid cart

Beverly is a single stream recycling community: glass, plastic and metal containers mix with paper and cardboard in the City-issued recycling cart with the blue lid. A missed trash or recycling pickup is reported to Casella Waste Systems at 1.800.227.3552.

Massachusetts rules keep mattresses, box springs and textiles out of the weekly trash. Beverly residents can use curbside mattress pick-up from Tough Stuff Recycling, ask the store delivering a new mattress to take the old one, or drop one off at a recycling facility.

The Standley Street compost site and household hazardous waste

The Standley Street compost site is open Monday, Thursday and Saturday, 7am-3:30pm. Household hazardous waste is collected at an annual Health Department event, and Beverly residents are welcome in a reciprocal program. Construction debris, tires, propane tanks, oil paints, stains, used motor oil and chemicals are not accepted at the curb.

Enrolling at Beverly Public Schools, 70 Balch Street

Beverly Public Schools, at 70 Balch Street, has an Enrolling Your Child section covering K-12, kindergarten and preschool registration. An Elementary Street Directory shows which elementary school serves an address.

The Beverly Public Library card

To get a Beverly Public Library card, fill out a registration form and present photo identification and proof of current address.

Dog licenses, the tax rate, rental inspections and flood maps

All dogs 6 months or older must be licensed with the City Clerk by April 1 each year. The fee is $20 for a spayed or neutered dog and $25 otherwise.

The City Assessors office values property, and the fiscal year 2026 residential tax rate is $10.81 per $1000 of assessed value.

Property owners must have rental units inspected by Health Department inspectors before occupancy or re-occupancy. The inspection is scheduled at 978-921-8591.

FEMA has issued modified flood hazard determinations affecting the Flood Insurance Rate Map for the City of Beverly, and the city publishes the flood map panels on its website.
