Local services and rules

Moving to Chelsea: who to call and what the city asks.

The city's list of permits to apply for includes a Moving Van Application. Mattresses and box springs must be wrapped in plastic; items not wrapped will not be collected and may bring a violation citation. Chelsea is a city in Suffolk County, Massachusetts.

Parking Department at 500 Broadway, Room 209

The Parking Department sits within the City Clerk's Office at City Hall, 500 Broadway, Room 209, and can be reached at 617-466-4054.

To apply for a residential parking permit you must be a Chelsea resident and provide a valid driver's license (or a utility bill from the last 60 days) and the vehicle registration. Applications can be made online, in person at 500 Broadway, Room 209, or by mail.

Residents of a building whose developer received relief from parking requirements are not eligible for residential parking permits.

Street sweeping and alternate-side snow bans

Street sweeping occurs March 1 through December 3; the posted signs give the hours, days and street side.

Chelsea uses alternate-side snow parking bans. In even-numbered years the ban applies only to the even-numbered side of designated emergency arteries, and in odd-numbered years only to the odd-numbered side. Parking restrictions generally stay in effect after snowfall has ceased so Public Works can widen streets.

The city tells residents about snow parking bans through its website, Facebook, X (Twitter) and Instagram pages, the Everbridge Emergency Alert system, and blue lights at key intersections.

Curbside timing, commercial properties and the City Yard

Trash bins go out curbside after 5 pm on the day before collection or before 7 am on collection day, according to the Public Works trash page. Recycling bins follow the same timing: curbside after 5 pm on the day before collection or before 7 am on collection day.

The City does not provide trash and recycling service to commercial properties other than mixed-use buildings, and residential properties with more than 8 units must contract with a City-approved waste hauler.

Yard waste in approved yard bags can be dropped off at the City Yard, 380 Beacham Street, Monday to Friday 8 a.m. to 2 p.m. and most Saturdays 8 a.m. to 12 p.m.

Furniture, mattress and appliance pickup

Furniture such as dressers, couches, tables and chairs is collected with regular trash on a limited basis, a maximum of 2 items per week.

Mattress and box spring pickup is on Mondays and Thursdays and must be scheduled by calling 3-1-1 (or 617-466-4209). Mattresses left outside without a scheduled pickup may be ticketed.

Large metal appliances such as refrigerators, washers and dryers need a $25.00 sticker per item, bought at City Hall (Room 213). Appliance doors must be removed and placed on the sidewalk before 7:00 AM on pickup day.

Chelsea Electricity Choice and the Water & Sewer Department

The city runs Chelsea Electricity Choice, a municipal electricity aggregation program that includes an option to get all of your electricity from clean, renewable sources in New England.

The Water & Sewer Department is responsible for drinking water for Chelsea residents and for the city's wastewater collection system and water distribution services.

Parent Information Center and the Chelsea Public Library

New residents enrolling a child in Chelsea Public Schools visit the Parent Information Center (PIC) Monday to Friday from 8:20 am to 3:00 pm.

The Parent Information Center is at the Early Learning Center, 99 Hawthorne Street, entered from Shurtleff Street, and its staff speak English and Spanish.

The Chelsea Public Library is a division under Health & Human Services; the Adult Department phone is 617-466-4350.

Dog licenses through the City Clerk's Office

All dogs over six months old must be licensed annually for the license period of April 1st through March 31st, through the City Clerk's Office.

Dog license fees are $15 for a spayed or neutered dog and $20 for an intact dog; a copy of the rabies certificate is required.
