Local services and rules

Moving to Charlottesville: who to call and what the city asks.

Charlottesville is an independent city, surrounded by Albemarle County but legally separate from it. Natural gas is supplied by Charlottesville Gas, a utility owned and operated by the City, serving residents of Charlottesville and urban areas of Albemarle County.

Loading zones around the Mall and residential zone permits

On the streets around the Mall, vehicles in loading zones can be ticketed when no active loading or unloading is observed.

Residential zone parking permits are obtained by application through the City Treasurer's Office at City Hall, 605 East Main Street. The application needs proof of vehicle ownership, such as a valid registration or a City personal property tax return, showing an address within the restricted parking block. Most single-family affected households can get 4 residential permits and 2 guest permits. City code requires a residential parking permit to be surrendered when the holder moves away from the permit address.

Gas meters and the lines behind them

Charlottesville Gas is responsible only for the gas line from the street to the meter; lines beyond the meter belong to the homeowner. The Department of Utilities does not unlock a gas meter on new piping until it receives documentation that the piping has passed inspection.

Starting gas, water and sewer through Utility Billing

The Utility Billing staff handle the billing and collection of gas, water and sewer accounts, and handle requests to start and stop service. Residential customers start gas, water and sewer service by applying online or by calling the Utility Billing Office at 434-970-3211.

Service requests are taken no more than 30 days before the date service is to begin. A customer who had service with the City within the last two years for at least a year and has good credit is not required to pay a deposit, but still pays a service charge.

Charlottesville Water maintains the water service lines from the water main to the water meter.

Trash decals and the recycling cart

A trash decal carries the address it was bought for and cannot be used at another address. A resident who moves during the decal year may return the old decal and obtain a transfer decal for the new address.

Curbside recycling is free to customers who also use the City's trash service. The City provides a rolling cart for recyclables as part of that service.

Large item pickup and loose-leaf collection

Large furniture, appliances, tree limbs and other bulky items that do not fit in a trash container can be picked up at the curb. Large item pickup is available to residential customers who receive weekly curbside trash pickup. Automotive parts, hazardous waste and contractor spoils are not taken in large item pickups.

Free curbside loose-leaf collection for residents begins around late October each year. During leaf collection, vehicles should not be parked on top of leaf piles at the curb.

Rivanna Solid Waste Authority drop-off sites

Residents can drop off source-separated recycling at the Rivanna Solid Waste Authority's McIntire Recycling Center. The Authority also holds free hazardous waste collection days for City residents at its Ivy Materials Utilization Center.

The Avon Street park and ride and the JMRL library card

A free park and ride lot at 1505 Avon Street Extended is open to commuters for carpooling or taking the bus; no decal is needed and overnight parking is not permitted.

Residents and property owners in the City of Charlottesville, and in Albemarle, Greene, Louisa and Nelson counties, are eligible for a free JMRL library card. There is no age requirement for getting a library card.
