Local services and rules

Moving to Waynesboro: who to call and what the city asks.

Waynesboro is an independent city surrounded by Augusta County. Leaf collection runs in two forms: an unscheduled safety collection and a scheduled collection by zones. Property maintenance enforcement, which covers the nuisance, high grass and inoperative vehicle ordinances, is generally prompted by citizen complaint.

Water, sewer and refuse accounts at Suite 103

Water, sewer and refuse accounts are started or stopped through online forms or in person at the Utility Customer Service office. The office is in Suite 103 of the Charles T. Yancey Municipal Building, 503 W. Main Street.

Service start and stop requests are made 24 hours in advance. Service cannot be started or stopped over the phone.

The office is open Monday through Thursday from 8 am to 5 pm for in person services. On Friday it is open by appointment only.

City roll-out containers

Residents place the city roll-out container at the normal collection area no later than 6 a.m. on the regular collection day. Privately owned cans are not emptied by the city refuse crews.

An additional, broken or missing roll-out container is requested through Utility Customer Service at 540-942-6643, Option 1, then Option 4.

Bulk collection through the online form

Appliances, TVs and computers are collected through bulk collection rather than regular refuse pickup.

Bulk debris and grindable waste pickups are scheduled through the Bulk Collection online form. Bulk debris left out for collection must come from the property designated for collection.

Public Convenience Center and the Essex Ave. yard debris area

Voluntary recycling drop-off is at the Public Convenience Center, located off Delphine Avenue and Sixth Street. The center is open six days a week.

Residents may take grindable yard debris to the fenced area outside Public Works Operations at 900 Essex Ave.

Snow clearing and alley leaves

Alleys are plowed only when hard surfaced and the sole access to an inhabited dwelling. Crews do not enter residential areas while snow is falling. Residential road clearing begins once snowfall has ceased and primary and secondary roads are complete.

Leaves are not collected in alleys. They are raked to the street-facing part of the property.

Schools, library card and voter registrar

New student enrollment and registration for preschool through high school is done online through the Waynesboro Public Schools enrollment page.

A library card is started with the online sign-up form, then picked up at Waynesboro Public Library, 600 S. Wayne Ave., with ID. A minor aged 0-17 without an ID needs a parent with an acceptable ID to get a library card.

Voter registration is handled by the Office of the Voter Registrar at 501 W Broad St.

Dog tags and the Treasurer's Office

A dog that is a new resident of the city has 30 days to obtain a dog tag. A rabies certificate from a veterinarian showing the expiration date is brought to the Treasurer's Office to obtain a dog license.
