Local services and rules

Moving to Janesville: who to call and what the city asks.

City Code prohibits burning of trash, grass or leaves within the City of Janesville limits. Christmas trees, wreaths and greenery go to the public drop-off area at the sanitary landfill on Black Bridge Road. The Motor Vehicle Department has offices at 645 South Wright Road in Janesville and at 2711 Prairie Avenue in Beloit.

Winter weather emergencies on City streets

During a winter weather emergency, all vehicles must be removed from City streets until snow and ice control operations are complete. A vehicle that cannot be parked in a driveway or garage can use free parking in any City-owned parking lot. Even when no emergency is declared, the City asks residents to park off City streets during the winter season so plow and salt crews can reach the whole street.

The City announces whether a snow emergency has been declared through the Snow Hotline at 755-SNOW, local radio, its website homepage and an email alert list.

Property owners must clear their sidewalks of snow and ice within 12 hours of the end of a winter weather event. The City prohibits depositing snow from a sidewalk, driveway or driveway approach onto a City street or alley.

Street sweeping schedule

The City sweeps residential areas five times per year and the downtown and main arterial streets eight times per year. Residential sweeping is coordinated so it does not conflict with curbside trash and recycling collection days, and it takes four to six weeks to complete.

Blue-lid and grey-lid carts

The City of Janesville provides trash and recycling collection to all City residential properties with four or fewer units. Every residential property receiving curbside collection is assigned two carts, one with a blue lid for trash and one with a grey lid for recyclables.

The assigned carts belong to the City and are not to be removed from the address they are assigned to, unless the tenant or property owner separately buys them from the City. Cart exchanges or additional carts can be arranged in person at the City Services Center at 2200 N. Highway 51, or by calling (608) 755-3110.

Trash must be at the curb by 7:00 a.m., but no earlier than 24 hours before collection day. Collection days can shift by one day in a week with a weekday holiday; if the regular day falls on or after the holiday, collection is delayed one day.

Furniture, appliances and the landfill at 525 Black Bridge Road

Furniture and appliances are banned from the trash and recycling carts; the list of banned items includes appliances, electronic devices, furniture and hazardous waste.

Janesville residents may take tires, appliances and recyclables including cardboard to special collection areas at the sanitary landfill; fees may apply. The landfill is at 525 Black Bridge Road. Vehicles hauling refuse there must be fully enclosed or have the waste covered with a tarpaulin.

Appliances have a special drop-off area at the landfill, and the City will not accept propane or other pressurized tanks.

Compost Site, Clean Fill Facility and Clean Sweep

The Compost Site and the Clean Fill Facility are both at 201 Black Bridge Rd. The Compost Site is for City of Janesville residents only and the Clean Fill Facility is for Rock County residents only. Every vehicle checks with the attendant first.

The Rock County Clean Sweep program offers free or low cost disposal of hazardous chemicals to all residents of Rock County, through drop-off events held around the county.

Alliant Energy and the Water Utility Billing Office

The City of Janesville new resident page lists Alliant Energy as the contact for gas and electric service, with 24-hour customer service and billing at 800-862-6222. Water and wastewater are handled by the Janesville Water Utility Billing Office at (608) 755-3090, open Monday through Friday 7:30 a.m. to 4:30 p.m.

School districts, transit and the library

The same new resident page lists the School District of Janesville, at 527 South Franklin Street, (608) 743-5000, and the Milton School District, at 430 East High Street, (608) 868-9200. School District of Janesville enrollment appointments are held at 101 N. Parker Drive, where P4J packets can also be picked up.

Janesville Transit offers regular bus service Monday through Saturday inside Janesville, with the Beloit-Janesville Express operating weekdays between the two cities. Dial-A-Ride paratransit service is available for persons with disabilities who are unable to use regular buses.

Any Wisconsin resident with a picture ID and proof of current address can apply for a free Hedberg Public Library card.

Pet licenses, voter registration and property taxes

All cats and dogs 5 months and older must be licensed in the City of Janesville. A valid rabies vaccination certificate is required for licensing. A pet license can be obtained from the Clerk-Treasurer's Office at City Hall, 18 N. Jackson Street.

During open registration, City of Janesville residents may register to vote at the City Clerk-Treasurer's Office, 18 N. Jackson Street.

Property taxes are paid to the Rock County Treasurer, 51 S. Main St., Janesville.
