Local services and rules

Moving to Lynchburg: who to call and what the city asks.

Lynchburg is an independent city, not part of a county. The City of Lynchburg does not require automobile decals, and it signs households up for trash service and provides the trash cart itself.

Parking permits for trucks, dumpsters and residents

A permit is required to put a dumpster in an on-street parking space or the City right-of-way, and it is applied for through the Engineering Permits website.

Temporary parking permits for short-term on-street or off-street needs near a residence or worksite in the Central Business District come from the Parking Management Office at 434-455-4045.

Residents of a designated permit parking district apply to the billings and collections division for a permit for their vehicles. On-street parking permits for residents are administered by the Parking Management Department, reached at the same number, 434-455-4045.

Street sweeping, loose leaves and snow

Street sweepers run from the beginning of April to the beginning of November each year.

Free loose-leaf collection runs each fall and winter, November through January. Leaves are raked to the curb and no phone call is needed.

Snow and ice control covers plowing and salt spreading on primary and secondary streets.

Water and sewer through the Billing Department

A new resident who needs water and sewer service put in their name calls the Billing Department at 434-455-3840 or visits City Hall at 900 Church Street.

Setting up service takes an application and proof of residence, such as a lease or a deed, and a deposit is required.

Trash carts, pickup days and bulk weeks

The cart the City of Lynchburg provides is either 32 or 64 gallons. A damaged cart or a change of cart size is handled by calling the Citizens First Information Center at 434-856-2489.

Residents find their trash pickup day by searching their address on the City of Lynchburg collection days page. Trash is collected on all holidays except New Year's Day, July 4th, Thanksgiving Day and Christmas Day.

Bulk collection of items such as furniture is for City residents only and is set out at the curb during an assigned week of the month. The bulk and brush week depends on the trash collection day; a Tuesday trash day means the second week of the month.

Refrigerators, air conditioners and freezers are not part of the curb pickup and go to Region 2000 at 361 Livestock Rd, Rustburg.

Convenience Center, landfill and recycling drop-offs

The City of Lynchburg Convenience Center at 2525 Concord Turnpike takes up to 500 pounds of household trash a month from residents, plus bulk and brush items, at no additional cost. Construction debris is not accepted there; it goes to the Region 2000 Services Authority Landfill.

The City of Lynchburg runs a free household hazardous waste and electronics recycling collection day once a year, through the Department of Public Works, for Lynchburg and Campbell County residents.

The Department of Public Works has recycling drop-off centers across the City of Lynchburg for approved recyclables.

Vehicle license fee, dog licenses, Registrar and schools

The City of Lynchburg charges an annual license fee on every motor vehicle, motorcycle and trailer garaged in the city that has an active state registration; it is billed with the personal property tax bill. The City Assessor office reassesses all parcels every two years and processes property transfers throughout the year.

City ordinance requires Lynchburg residents to license their dogs, at the Billings and Collections windows at City Hall, 900 Church Street, or by mail, with a signed rabies vaccination certificate.

The General Registrar for the City of Lynchburg manages voter registration from the office at 825 Kemper Street.

New families register online with Lynchburg City Schools and use SchoolFinder with a street address to see which school a student is zoned to attend.

Good to Go rental program, short-term rentals and flood maps

The City of Lynchburg has a Good to Go rental program in its rental inspection districts, requiring owners of non-owner-occupied rentals to meet habitable standards. Short-term rental (STR) properties are registered using the city Citizen Portal.

The City of Lynchburg runs a GIS site dedicated to flooding information for checking whether a property is in a floodplain.

GLTC Transfer Station and airport parking

The GLTC Transfer Station is at 800 Kemper Street, next to the Kemper Street Amtrak Station.

Lynchburg Regional Airport has Close-In and Economy parking lots open to the public, a short walk from the passenger terminal.
