Local services and rules

Moving to Roanoke: who to call and what the city asks.

Roanoke does not collect loose leaves. It collects only biodegradable paper leaf bags, in a set bagged-leaf season, and raking leaves into the street is a code violation. The downtown Central Business District is mostly self-service for trash and recycling, with sealed compactor zones open 24 hours a day.

Truck routes, downtown meters and snow parking

Under the city's truck rules, trucks are allowed on any city street if they have a destination there or nearby, but are encouraged to use arterial and collector roads. Residential streets are limited to local deliveries.

Downtown metered parking on streets such as Wall Street SE and Market Street SE is free after 5pm Monday to Friday and all weekend, with a three-hour maximum.

During snow, residents are asked to park in a driveway if possible, or on one side of the street only, the side with the odd-numbered houses. Snow is cleared in this order: major streets, Valley Metro bus routes, then neighborhood streets.

Big Blue carts and trash days by quadrant

The city collects trash weekly and recycling every other week, on the same day as trash, according to its solid waste page. Every household gets a 96-gallon blue cart known as Big Blue.

Trash day depends on the part of the city: Monday for Northwest, Tuesday for Northeast, Wednesday for Southeast Roanoke.

Residents pay a yearly solid waste fee for a single-family house. It is billed twice a year as a separate charge on property tax bills.

Bulky items and brush at the curb

Bulky items such as furniture or mattresses go at the curb in front of the residence for weekly collection, with a limit of three bulky items each week.

Brush that does not fit in the trash can goes in a pile at the curb, up to about one pick-up truck load a week, no larger than 6 feet by 6 feet by 6 feet.

Tinker Creek, the transfer stations and scrap metal

A permanent household hazardous waste facility at the Tinker Creek Transfer Station takes paint, auto batteries and antifreeze, with a limit of 5 gallons of latex paint per visit.

Each household can make 12 trips a year to the Roanoke Valley Resource Authority transfer stations to dispose of trash, bulk and brush, per the city's solid waste management page.

Scrap metal can be taken to Gerdau Metal Recycling at 2580 Broadway Ave SW, listed on the trash and recycling page.

Appalachian Power, Roanoke Gas and the Western Virginia Water Authority

Power outages are reported to Appalachian Power (AEP) at 800-956-4237.

Roanoke Gas takes service requests online. If a home needs a gas line and meter, a representative visits to find the best location, and an adult must be present.

The Western Virginia Water Authority provides drinking water service in the City of Roanoke.

Roanoke City Public Schools and the library card

Roanoke City Public Schools serve the city, and the district's Moving to Roanoke page covers enrollment and the attendance zone locator. Students in grades 1 through 12 register through the school they will attend, and kindergarten families submit registration paperwork. The number for more information is (540) 853-2300.

Any Virginia resident age 5 or older can get a free library card at any Roanoke Area Public Library branch, with photo identification showing a current name and address.

Treasurer questions, dog licenses and voter registration

The city Treasurer office answers tax questions at treasurer@roanokeva.gov or 540-853-2561, open Monday to Friday from 8:30AM to 4:30PM.

Dogs of at least 4 months old need a city license. New residents must buy one within 30 days of moving in.

The Roanoke City Office of Voter Registration and Elections is at 317 Kimball Avenue NE.

Valley Metro, neighborhood organizations and flood lookups

Valley Metro offers fixed-route bus service, and its main hub is the Third Street Station Transportation Center downtown at 325 Salem Avenue SW.

The city lists neighborhood organizations such as Old Southwest, Raleigh Court, Wasena, Grandin Court and Gainsboro, and a GIS layer shows which group covers an address.

Flood risk for a property can be checked on the city GIS website by turning on the FEMA Floodplain Layers and Land Record Layers, then opening the Flooding tab, as the flood preparedness page describes.
