Local services and rules

Moving to Norwich: who to call and what the city asks.

Curbside leaf collection in Norwich happens once a year, typically starting in early November, and leaves must be in brown paper bags. Curbside brush pickup generally happens twice a year, in spring and fall.

Winter parking bans and snow removal

Winter parking bans are enacted by the Norwich Police Department during winter weather events. During a parking ban, parking is prohibited on the odd address side of the street. Property owners are responsible for clearing sidewalks along their property that border a street. Public Works handles snow and ice control on city-owned streets, while the Connecticut DOT handles state-owned roads within Norwich.

Street sweeping and the Parking Commission

Citywide street sweeping generally happens once in the fall and as needed the rest of the year, with no fixed schedule. A Parking Commission oversees downtown parking areas.

Norwich Public Utilities: electric, gas, water and sewer

Norwich Public Utilities (NPU) maintains gas, electric, water and sewer services for the city, and it has a Welcome New Customers page for people new to Norwich. A utility bill should arrive within 35 days of moving in.

The Electric Division builds, maintains and services the local electric distribution system. NPU also operates the natural gas distribution system serving Norwich, Preston and a small section of Bozrah.

NPU operates and maintains the wastewater treatment plant.

Trash and every-other-week recycling

Trash and recycling are collected on the same day, and the city posts a schedule listing the collection day for every street. Recycling is collected every other week.

Containers go to the curb by 6:00 a.m. on collection day. Curbside refuse collected under city contracts must be in the green plastic containers provided by the city. Household hazardous waste such as oil paint, cleaning fluid and lithium ion batteries is not accepted in curbside refuse.

The city provides single stream curbside recycling, and recyclables do not need to be separated.

Bulky waste pickup and the Rogers Road Transfer Station

Residents are allowed 2 curbside bulky waste pickups per year. Curbside bulky pickups are not meant for entire house or apartment cleanouts. Appliances containing Freon, such as refrigerators, air conditioners and freezers, are not eligible for bulky pickup but can go to the Rogers Road Transfer Station at no charge. Paints, oils and stains in their original labeled containers are also accepted there at no charge.

The Transfer Station at 73 Rogers Rd accepts residential bulky waste and residential trash from residents.

Norwich Public Schools and Norwich Free Academy

Norwich Public Schools takes student registration online. In-person registration by appointment is available for families who cannot register online due to hardship.

Norwich Free Academy is a privately endowed high school and one of the designated high schools for the city.

Otis Library cards and the Norwich Transportation Center

Norwich residents can register in person for an Otis Library card with a photo ID showing a current Norwich address.

Southeast Area Transit District (SEAT) operates the Norwich Transportation Center at 10 Falls Avenue as its northern bus station, with a fare office, indoor waiting area and free day parking.
