Local services and rules

Moving to Ottawa: who to call and what the city asks.

Ottawa is in LaSalle County, Illinois, and is the county seat. Owners of vacant properties within the city must register them and comply within 30 days of being notified by the city. Grass height may not exceed eight inches under the Ottawa Municipal Code.

Downtown permit lots and time limits

Downtown has permit-only parking lots that are enforced from 7:00am to 5:00pm, Monday through Friday. The permit lots are marked with a green line and a sign stating that the entire lot is permit parking only.

Most downtown areas are limited to three hours of parking per block per day. Signs posted throughout downtown state the parking time limit for all vehicles, and limits range from 30 minutes to 3 hours.

Appliance pickup, private haulers and drop-off sites

The city picks up appliances and other metal items on Wednesdays, on request through an online application. Items must be at the driveway or garage by 8:00 AM Wednesday.

Private haulers provide trash removal rather than the city, and the City Council approves licenses for the hauling companies. Privately contracted waste management companies operate on designated municipal routes. A missed garbage pickup is reported to the designated waste management provider for the address.

Yard waste dumpsters are typically out by April 1 each year, subject to weather. The city has no place to dump concrete or dirt waste.

Water bills from the city, electricity from Ameren, gas from Nicor

Electric service for Ottawa residents is provided by Ameren, and natural gas service by Nicor.

Water and sewer bills are handled by the city. A form for automatic utility bill payments is available at City Hall, or the water department can be called at (815) 434-0158. The Water and Wastewater Department is open Monday through Friday, 7:00 am to 3:30 pm.

Property owners repair service leaks between the buffalo box in front of the house and the point where the line enters the home. The city repairs leaks between the buffalo box and the water main.

Reddick Library, the county clerk and NCAT buses

Reddick Library issues library cards to all residents of the Reddick Library district. An applicant whose photo ID does not show a current address presents two proofs of residence. Applicants under 18 must have a parent or legal guardian register for them.

Voter registration and elections are handled by the LaSalle County Clerk, at the Etna Road Complex, 707 E Etna Road, Ottawa.

North Central Area Transit (NCAT) provides door-to-door public bus transportation for residents and guests of LaSalle County. NCAT service runs Monday through Friday, 6:30 am to 6:30 pm, and is open to anyone for any purpose.

Flood areas and short-term rental registration

Special Flood Hazard Areas in Ottawa lie along Goose Creek, the Fox River and the Illinois River. Whether a property is in the 100-year floodplain can be learned from the Building Official, the City Engineer, or the city Geographic Information System.

Short-term rentals must be registered with the city and comply with zoning, building and fire safety codes.
