Local services and rules

Moving to Rockville: who to call and what the city asks.

Rockville is the seat of Montgomery County, less than 15 miles northwest of Washington, D.C. The City provides water and sewer service to part of Rockville, and all other Rockville addresses are served by the Washington Suburban Sanitary Commission (WSSC). City trash and recycling collection covers single-family homes and most townhouses; businesses, apartments and condominiums are not served by the City.

Pepco and City water

Pepco takes requests to start, move or stop electric service up to 120 days ahead and asks for at least 3 days of notice.

For addresses on City water, service is started or stopped by calling 240-314-8420 or emailing utilitybilling@rockvillemd.gov. The City has a Water Service Provider map for checking an address.

Curbside collection

The City provides weekly curbside recycling, trash and yard waste collection, and seasonal leaf collection takes place in spring and fall. Trash and recycling billing is included automatically on the Montgomery County property tax bill.

Carts go to the curb or alleyway by 6 a.m. on collection day and come back in within 24 hours.

Bulk pickup and the Transfer Station

Bulk waste, metal, electronics and large branches are collected by appointment only, requested through the Special Collection Request Form. Each household is limited to six bulk waste collections per calendar year; metal, electronics and large branch collections are unlimited.

Household hazardous waste such as oil-based paints, cleaners, oils, batteries and pesticides must be taken to the Montgomery County Transfer Station. The Transfer Station, at 16101 Frederick Road in Derwood, is open Monday through Saturday 7 a.m. to 5 p.m.

Right-of-way permits, pods and dumpsters

A City Public Works permit for protection of right-of-way is required for work that blocks any portion of pedestrian or vehicular traffic in a city right-of-way. Pods and dumpsters are allowed in the right-of-way only if they cannot safely be placed on private property, as determined by the Public Works Department.

Residential parking permits

Residents living inside a permit-restricted parking zone are eligible for residential parking permits, and the City has an address lookup map for its parking districts.

Applications can be made online, in person or by mail to the Rockville City Police Station with a copy of the vehicle registration or proof of residency. Processing takes five to seven business days.

Each household receives two visitor parking permits along with the residential permit. Permits are valid only in the designated zone.

Snow and state-owned roads

After a snowstorm, property and business owners are expected to clear sidewalks within 24 to 72 hours of the last snowfall, depending on the amount of snow. The State of Maryland, not the City, plows state-owned roads in Rockville such as MD 28 and MD 355.

Montgomery County schools, Ride On and library cards

Parents enrolling a child in a Montgomery County public school for the first time must provide proof of age, identity, county residency and immunizations (unless homeless). School assignment is based on the student's residence.

Montgomery County runs Ride On bus service, including Ride On extRa, Ride On Flex and Flash.

A free Montgomery County Public Libraries card is available to anyone who lives, works or goes to school in Montgomery County, at any branch with photo ID and proof of address.
