Local services and rules

Moving to Silver Spring: who to call and what the city asks.

Silver Spring is a census-designated place in southeastern Montgomery County, Maryland, near Washington, D.C. The Silver Spring Urban District provides enhanced services to the downtown Central Business District, including streetscape maintenance, walkway repairs and tree maintenance. The Silver Spring Regional Area covers the area south of the Beltway out to Four Corners, east to the Prince George's County line, south to the Washington D.C. border, and west to Rock Creek Park. The Flash Orange Route runs along Colesville Road and Columbia Pike (US 29) from the Silver Spring Transit Center.

Residential Parking Permits and the Division of Parking Management

Montgomery County runs a Residential Parking Permit program. Outside central business district areas, only single-family dwelling units are eligible to participate.

The Division of Parking Management oversees county parking in Silver Spring, Bethesda and Wheaton.

Snow emergency routes, sidewalk clearing and quiet hours

During snow emergencies in Montgomery County, parking restrictions are enforced on designated routes to make way for snow removal. The county also requires residents to clear sidewalks within 24 hours after a snowstorm.

A noise disturbance is unlawful during quiet hours, including in multi-family buildings and townhouses. In residential areas the nighttime limit applies 9:00 pm to 7:00 am on weekdays and 9:00 pm to 9:00 am on weekends and holidays.

Pepco and WSSC Water

Pepco takes requests to start, move or stop service online. A minimum of 3 days is allowed for a request, and requests are accepted up to 120 days in advance.

WSSC Water provides the majority of public water and sewer service in Montgomery County. Its customer service number is 301-206-4001.

Collection District trash, dual-stream recycling and bulk pickup

Trash collection by County-contracted collectors goes to households in the Collection District, which is primarily in the southern part of the county. The county has a collection day lookup on its trash and recycling page.

Montgomery County runs a dual-stream recycling program for single-family homes and townhomes that receive County-provided recycling collection. Paper and cardboard go in the blue wheeled cart, and bottles, jars, cans and containers go in the blue bin.

Each residential property receiving County-provided trash collection gets 5 bulk trash collections per calendar year, scheduled in advance through the County online form or by calling 311. Residents with private or subscription trash service, through an individual or a homeowner or community association contract, are not eligible for County bulk trash service.

The Shady Grove Processing and Transfer Station is open 7 a.m. to 5 p.m. Monday through Saturday at both entrances. The residential entrance is 16101 Frederick Road, Derwood.

Montgomery County Public Schools enrollment and library cards

Montgomery County Public Schools assigns a school based on the bona fide residence of the student being enrolled. The school assignment tool or the Boundary Information Line shows which school serves an address.

Parents registering children for the first time in a Montgomery County public school must provide proof of age, identity, county residency and immunizations, and can register online through a ParentVUE account.

A free Montgomery County Public Libraries card can be had by applying at any branch with photo ID and proof of address, for people who live, work or go to school in Montgomery County.

Property taxes, rental licenses, pet licenses and voter registration

The Division of Treasury, part of the County Department of Finance, collects property taxes on behalf of the State, County and local municipalities. Its phone number is 240-777-0311.

Before a residential property can be rented or offered for rent in Montgomery County, the owner must obtain a rental facility license from the Department of Housing and Community Affairs.

Dogs and cats over 4 months of age must wear current rabies and pet license tags. County licenses can be bought online, by mail or in person.

The Montgomery County Board of Elections, at 18753 N. Frederick Ave, Suite 210, Gaithersburg, offers an online registration system for voters.
