Local services and rules

Moving to Santa Barbara: who to call and what the city asks.

All residential parking permits, including visitor and daily guest permits, are tied to a license plate rather than a sticker. Annual residential parking vehicle permits are valid for vehicles registered in California only. Permits are not valid on trucks over three-quarter ton capacity, or on vehicles longer than 25 feet. The library also issues a Welcome card that lets people without a physical address yet use library resources.

Parking Restriction Waiver for a moving van

For temporary parking of storage containers, moving vans, construction vehicles or special events at a specific location, the City of Santa Barbara asks for an online application for a Parking Restriction Waiver. The other route is the Public Works Permit Counter at (805) 564-5388, option 1, or in person at 630 Garden Street.

The City publishes a block-by-block street sweeping schedule with days and times for every street, searchable by address. The street sweeping hotline is (805) 897-1903.

Residential parking permits in Permit Parking Areas

Residents in designated Permit Parking Areas may be eligible for permits exempting them from the on-street restrictions, under the City's residential parking program.

  • There is a $45.00 non-refundable processing fee for each residential parking permit.
  • Applications must be submitted online; staff can help in person at 1221 Anacapa Street.
  • A resident who moves to another permit area may exchange permits from one area to the other.

Santa Barbara Clean Energy and Southern California Edison

Electricity is generated by Santa Barbara Clean Energy and delivered by Southern California Edison over the poles and wires it owns and maintains.

Most City of Santa Barbara residents and businesses are already Santa Barbara Clean Energy customers; a bill with Santa Barbara Clean Energy on it comes from Southern California Edison. Southern California Edison sends one monthly bill covering its delivery charges and the Santa Barbara Clean Energy generation charges.

WaterSmart and the Utility Users Tax

The City of Santa Barbara brings water and water resources to residents and businesses. Water, sewer and trash bills can be paid online through WaterSmart at SantaBarbara.WaterSmart.com, by phone at (855) 844-0038, or by mail.

The City levies a Utility Users Tax of 6% on residential and commercial utility services including water, electric and natural gas.

MarBorg Industries and the blue and green bins

The City provides waste and recycling services through its citywide waste hauler, MarBorg Industries. Service is set up, changed or cancelled through MarBorg Industries at (805) 963-1852.

In multi-unit residential buildings, collection services are coordinated by the landlord or property manager. In the City, all recycling services cost 50% of trash, including recycling (blue bin) and yard waste (green bin).

Large items and hazardous waste: the transfer station and the county collection center

The City's waste drop-off page lists local facilities that accept large items, electronics, construction waste or general garbage, and notes there may be a disposal fee.

The South Coast Recycling & Transfer Station is open Monday to Saturday, 7:00 a.m. to 5:00 p.m. The Community Hazardous Waste Collection Center is open to Santa Barbara County households for small quantities of hazardous waste. Residents must show proof of residency with a driver's license, utility bill or car registration at the center.

Santa Barbara Unified, MTD, the airport and library cards

Santa Barbara Unified School District, at 720 Santa Barbara St., offers One-Time Enrollment for students new to the district and an Aeries online enrollment site.

Santa Barbara MTD provides bus service; for trip planning advice call MTD Customer Service at 805.963.3366. MTD fares are one-way and may be paid with coins, bills, passes, or Tap2Ride with a contactless bank card or mobile wallet. Santa Barbara Airport (SBA) has daily nonstop flights.

Santa Barbara Public Library offers several types of library cards for children and adults.

County offices, just cause eviction and flood questions

Property taxes are collected by the County Treasurer-Tax Collector. Santa Barbara County Animal Services handles pet licensing, and its licensing page lists separate rates and procedures for City of Santa Barbara residents. The Santa Barbara County Elections Office processes voter registrations and mails a Voter Notification Card afterward.

The City has just cause eviction requirements under Santa Barbara Municipal Code Chapter 26.50.

The City participates in the FEMA National Flood Insurance Program; questions and Flood Hazard Determination letters go to FloodHazard@SantaBarbaraCA.Gov. County sandbags are not pre-filled and people are limited to 25 bags.
