Local services and rules

Moving to Winston-Salem: who to call and what the city asks.

A home alarm system in Winston-Salem has to be registered with the police department. There is no fee to register, and three false alarms are allowed in a 12-month period before a penalty starts. Leaf burning is not permitted inside city limits. The city's telephone area codes are 336 and 743. Winston-Salem is the county seat of Forsyth County, North Carolina.

Residential parking permits and downtown street spaces

The Winston-Salem Department of Transportation issues residential parking permits to residents of designated areas. A resident checks the eligibility map, completes the application form, and submits it or picks up the permit at 300 S Martin Luther King Jr. Drive. Permits are valid from March 1 to March 1 of the following year and must be renewed annually.

City-managed on-street parking spaces downtown are free after 5 p.m. on weekdays and free all weekend.

Starting water and sewer service through CityLink

To start water and wastewater service, call CityLink at 336-727-8000 or go in person to the Bryce A. Stuart Municipal Building, 100 East First Street, Suite 121. A $30 service initiation fee is added to the first bill.

A tenant starting water service needs a copy of the lease, or a Proof of Occupancy form if there is no lease. Anyone who does not provide a Tax Identification Number or Social Security Number is required to pay a $150 deposit.

A start-service request received by CityLink before 5 p.m. Monday through Friday can typically have the water turned on the same day. Requests received after hours, on weekends or on holidays are turned on the next business day.

The city's New Resident Resources page describes CityLink, which is reached by calling 311 within the city limits or 336-727-8000, as the central point of contact for requesting services and paying bills.

Garbage and recycling carts

The City's Solid Waste Collections provides weekly garbage pickup for Winston-Salem homes. A new resident starts service by calling CityLink at 336-727-8000. Each home gets one 96-gallon garbage cart and one recycling cart at no cost.

Carts go to the curb by 6 a.m. on pickup day, or after 5 p.m. the day before.

Carts are assigned to addresses, not individuals. A person who moved into a single-family house inside the city limits should find carts there, and otherwise should call CityLink at 311.

Recycling is collected every other week, in red week or blue week zones.

Fall leaf collection and yard waste carts

Every fall the city collects leaves placed at the curbside for free.

Yard waste can be picked up weekly in a 96-gallon cart bought from the city. A new cart and sticker cost $130 online, and renewing the yearly sticker costs $65.

Bulk items, the Hanes Mill Road Landfill and the 3RC EnviroStation

Carpet, appliances, furniture and mattresses are picked up by city crews only during the household's annual neighborhood area cleanup. The service is for single-family homes only, and items go out the weekend before the scheduled collection week.

Outside the one-time annual pickup, residents take these items to the Hanes Mill Road Landfill, 325 W Hanes Mill Rd. It is open Monday to Friday 7 a.m. to 4:30 p.m. and Saturday 8 a.m. to noon. Homeowners are allowed two free passes to the landfill every 12 months.

The 3RC EnviroStation, 1401 S Martin Luther King Jr. Drive, takes electronic waste, oil, filters, automotive fluids and other dangerous household wastes. It is free for Forsyth County residents and is open Wednesday to Saturday, 9 a.m. to 3 p.m.

Winston-Salem/Forsyth County Schools enrollment and library cards

Schools are run by Winston-Salem/Forsyth County Schools, reached at 336-727-2816. Enrolling a new student takes a certified copy of the birth certificate and proof of a Forsyth County address, such as a current water, gas or electric bill in the parent's name, a deed or lease, or an automobile registration.

A Forsyth County Public Library card is free to Forsyth County residents on presentation of photo ID and proof of local address.

WSTA buses, PART and Piedmont Triad International Airport

The Winston-Salem Transit Authority (WSTA) runs fixed-route and paratransit bus service for city residents, and the Clark Campbell Transportation Center downtown is its central hub.

PART provides regional bus service to Winston-Salem and the greater Piedmont Triad, including High Point and Greensboro.

Piedmont Triad International Airport (PTI) is between Greensboro, Winston-Salem and High Point, where I-40, I-85 and I-73/I-74 converge.

Neighborhoods, WSTV, rental mediation, taxes and flood insurance

The City keeps a voluntary Neighborhood Registry of neighborhood associations, homeowner associations and similar groups. The Neighborhood Services office can be reached at (336) 734-1249.

The City's own television channel, WSTV, is carried on AT&T U-verse and on Spectrum.

The City's Human Relations Department offers free mediation to landlords or tenants to help resolve disputes.

Failing to list taxable personal property within the listing period brings a penalty of 10% of the total tax levied.

The City of Winston-Salem and Forsyth County have participated in the National Flood Insurance Program since 1968.
