Moving to Chatham: who to call and what the city asks.

Chatham is one of the two neighboring Morris County municipalities known as the Chathams. Building and construction permits for Chatham Borough property owners are issued by the Madison Building Department, while zoning applications go through Chatham Borough itself.

Resident parking permits and winter street rules

On streets with time limit parking, a resident permit is required to park in front of a home. Resident parking permits do not transfer from one homeowner to another. Any number of vehicles can be registered under a single resident permit, and each vehicle is registered with a copy of its registration and insurance card.

When a winter storm is forecast, vehicles are not to be parked on Borough roadways. Sidewalks must be cleared within 24 hours after snowfall stops.

Yard waste and leaves may not be placed in the road or within ten feet of a storm sewer inlet.

Tuesday, Wednesday and Thursday garbage routes

Garbage collection is on Tuesdays for addresses north of Main Street. Garbage collection is on Wednesdays for addresses between Main Street and Watchung Avenue. Garbage collection is on Thursdays for addresses south of Watchung Avenue.

Garbage must be set out in Borough containers. Extra garbage stickers are available up to three times per year for each household. Recyclables are collected at the curb by the Morris County Municipal Utilities Authority.

Items go to the curb after 5:00 p.m. the night before pickup and before 6:00 a.m. on pickup day.

Monthly bulk pickup and the Duchamp Place depot

The borough provides one bulk pickup collection each month for each collection route. Bulk pickup takes household appliances with freon removed, furniture, carpeting, luggage and other oversized items. Rubbish placed in black garbage bags is not collected.

The Chatham Borough Recycling & Compost Depot on Duchamp Place takes both recyclables and vegetative waste year-round. A permit is required to use the mulch site, and the permit is issued only to residents.

Quarterly water and sewer bills and the Certificate of Continued Occupancy

Water service in Chatham Borough is provided by the borough itself, and water bills are sent quarterly. Sewer billing is also quarterly and appears with water charges on one combined bill. In an emergency sewer back up, residents call the police department.

An application for a Certificate of Continued Occupancy requires all open permits to be closed and all utilities to be current.

Library cards, school registration, train station permits and voter forms

Chatham Borough has a railroad station served by NJ Transit. New residents who want a train station parking permit are added to a waiting list through the Utilities Clerk.

The School District of the Chathams handles student registration through its Central Office Registrations.

Residents of either Chatham, or anyone who pays taxes in either town, may get a Library of the Chathams card, and proof of eligibility is required at registration. A Library of the Chathams card works at public libraries in the Pillar Libraries network.

Voter registration forms in Morris County are available at the Administration and Records Building and at any Municipal Clerk office.
