Local services and rules

Moving to Lincoln Park: who to call and what the city asks.

Lincoln Park is a borough in Morris County, New Jersey, and about 68 percent of the borough is in the 100-year floodplain, the FEMA Special Flood Hazard Area. Low-lying areas are subject to periodic flooding from the Passaic River, the Pompton River, Beaver Dam Brook, East Ditch and West Ditch. Through the Blue Acres program, homeowners can voluntarily sell flood-prone homes to NJDEP.

Construction and repair hours

Under the borough's rules, construction or repair work of any kind is prohibited between 7 p.m. and 7 a.m. the next day, with some exceptions.

Water and sewer from the Borough, power through FirstEnergy, cable from Comcast

The Borough handles water and sewer accounts. A request to have water turned on or off is made on a borough form, three business days in advance.

FirstEnergy takes start, stop and move service requests online. Requests can be made up to 90 days in advance and are not available on weekends and holidays. For power outage information, the borough's website points residents to Jersey Central Power and Light.

For cable television and telecommunications services, the borough has authorized rights-of-way agreements with Comcast of New Jersey II, LLC.

Recycling bins, the $23 extra can and association service

Extra recycling cans cost $23 for each yellow or blue can. They are bought at the Public Works/Recycling window and paid by check or in cash with exact change. Plastic bags are not accepted in the recycling bins, and recyclables must not be bagged.

Homes in an association may get a different recycling service, depending on what the association has chosen.

Recycling Center hours, car batteries and the clothes bins

The borough Recycling Center is open Monday through Friday from 7 a.m. to 2:45 p.m. and Saturday from 8 a.m. to 3:45 p.m. Recyclables must be separated.

Car batteries are accepted at the Recycling Center, and AA, AAA, C and D household batteries go in regular trash. Clothes are no longer recycled at the Recycling Yard; clothes bins are in the Walgreen's and Ace parking lots.

Brush dates, renovation debris and the Mount Olive hazardous waste site

Brush pick-up is contracted to an outside vendor with specific pick-up dates. Brush put out on other dates is a violation of borough ordinance.

Construction material from major home renovations is not allowed at the borough Recycling Center. The options are a fee-based transfer station operated by the Morris MUA, or renting a dumpster.

Morris County residents can use the Morris County Municipal Utilities Authority household hazardous waste facility at the Mount Olive Transfer Station, 168 Gold Mine Road in Flanders. It is by appointment on Tuesday and Friday mornings from 9 a.m. to 10 a.m. and most Saturday mornings.

Property tax dates, the deed delay and CCO inspections

Property taxes are due 2/1, 5/1, 8/1 and 11/1. A new property owner is asked to call the tax office with new ownership information and a mailing address, because it may take about 3-5 months before the County records the deed and notifies the tax office.

The borough does CCO inspections for smoke detectors, carbon monoxide and fire extinguisher compliance. They are required upon the sale of a home or any new or changed rental.

School registration, Boonton High School and the Boonton Turnpike library

To register a child in the Lincoln Park school district, the family uploads a deed, mortgage statement, tax bill or lease, plus two other proofs of residency such as a driver's license, utility bills or insurance statements. New residents with children in grades 9-12 contact the district for a permission slip for entrance into Boonton High School.

Lincoln Park residents register for a library card online, then visit the library at 12 Boonton Turnpike with valid proof of residency to complete registration.

Dog tags and the Borough Clerk's voter registration

A dog tag costs $20 for each neutered or spayed dog and $23 for dogs that have not been spayed or neutered. Residents may not keep or harbor more than 5 dogs and/or cats without a kennel license.

The Borough Clerk is the Election Administrator and handles most of the local election process. The registration deadline is 21 days before any election.
