Local services and rules

Moving to Colonial Heights: who to call and what the city asks.

Colonial Heights is an independent city and not part of any county. It borders Petersburg to the south and Chesterfield County to the north. The city is a member of the Appomattox River Water Authority and purchases its water from the Authority. It does not have a water treatment facility, and it runs the distribution network.

Wednesday trash collection and bin placement

Weekly curbside trash collection is provided through a public/private contract with the Central Virginia Waste Management Authority. Trash is collected once a week on Wednesdays. When a holiday is observed on Wednesday, collection is delayed one day.

Curbside recycling is offered to all city residents. A new recycling bin is requested by calling the Central Virginia Waste Management Authority's Recycling Hotline at (804) 340-0900.

Trash and recycling bins must sit behind the front plane of the residence except for scheduled pick-up. The pick-up window runs from noon the day before collection through 7:00pm the day after collection.

Bulk waste requests and the Recycling Center

Bulk waste collection is arranged through the Central Virginia Waste Management Authority at (804)340-0900. Bulk waste items include furniture, water heaters, appliances and other bagged household waste that does not fit in a trash cart.

The amount of bulk waste must fit in the bed of a regular sized pickup truck. Bulk waste requests must be processed by 2:00pm on the Tuesday before the regularly scheduled trash collection. Appliances that contain Freon, such as refrigerators, freezers and air conditioners, require special handling before pickup.

The city also operates a Recycling Center for residents. Valid proof of city residency is required to dispose of materials there. Under the City Code, the Recycling Center is closed to commercial haulers, including contractors and anyone hauling for hire.

Dominion, Columbia Gas and the Utility Billing Office

Electric service is connected through Dominion Virginia Power, phone 1-888-667-3000. Gas service is connected through Columbia Gas, phone 1-800-543-8911.

The Utility Billing Office handles customer accounts and billing for water, sewage, stormwater fees and refuse collection. A person who wants water service in their own name fills out an application there; the phone is (804)520-9288.

Water service is turned on at the customer's request on Tuesday or Thursday, by appointment only, with at least 24 hours of advance notice.

Rental inspection districts and the historic districts

Rental units in the city's rental inspection districts are inspected every four years, based on the expiration date of the certificate of compliance. When a rental in one of the districts is sold, the new owner notifies the Building Inspections Office within 30 days of the sale.

A short-term rental needs a city permit application. An eligible property is then inspected by the city.

The Chesterfield Highlands Historic District is a compact urban neighborhood in the heart of the city. The Violet Bank Historic District is a streetcar suburb made up of the Colonial Heights Extended and Riverside Park subdivisions.

Yard sales, door-to-door permits, grass and vehicles

Yard or garage sales require a license from the Commissioner of the Revenue, and no sales are allowed on Sunday. Anyone going door to door selling goods or services must have a permit through the Commissioner of the Revenue.

Under code enforcement, grass and weeds must be kept below twelve inches. Inoperable vehicles, meaning those without a valid inspection or license plate, must be stored in an enclosed building or kept out of view.

The Streets Division handles seasonal leaf pickup, pothole repair and snow removal on city streets.

Schools, library cards, buses, pet licenses and voter registration

Colonial Heights Public Schools serves the city with elementary schools (K-5), a middle school (6-8), and a high school and technical center (9-12). A new student must be registered with Colonial Heights Public Schools before attending.

Petersburg Area Transit provides local bus transportation to Petersburg, Colonial Heights (Southpark Mall area) and other areas.

A library card is applied for at the circulation desk of the Library with a photo ID and proof of residency. Library cards are available to residents of Colonial Heights and, by reciprocal agreement, to residents of Chesterfield County.

Dogs and cats must be licensed with the City, with proof of rabies vaccination and of spaying or neutering presented at the time of purchase.

The voter registrar handles voter registration and can mail a voter registration application; the phone is (804) 520-9277.
