Local services and rules

Moving to Richmond: who to call and what the city asks.

Richmond is an independent city and is not part of a county. All work in the public right of way requires a Work in Streets Permit.

Dumpsters, PODs and the Work in Streets Permit

Work that needs a Work in Streets Permit includes dumpsters and portable storage units (PODs), construction staging and cranes. Applications are made at City Hall in Room 110 or by email.

Randolph District and Carver District resident parking

In the Randolph District, parking without a permit on designated residential streets is restricted to residents and their guests, who park with a temporary permit or an annual visitor's pass. Cars in violation are ticketed and possibly towed.

The Carver District works the same way: parking without a permit on designated residential streets is restricted to residents and their guests (with a temporary permit or an annual visitor's pass), and cars in violation are ticketed and possibly towed.

Street sweeping, snow emergency routes and sidewalk clearing

Only streets with curbs and gutters are routinely swept, and vehicles blocking the path of the sweepers will be towed.

The city has designated snow emergency routes along portions of certain major thoroughfares, including Broad Street, 7th Street and Mechanicsville Turnpike. If city leadership declares a snow emergency, parking is illegal during the times indicated on the new signs, and illegally parked vehicles are towed.

Property owners or occupants must clear the sidewalks next to their property within 6 hours of snow stopping, or by 11 a.m. the next day if snow falls through the night.

Green Can trash, bulk pickup and the two drop-off sites

The Department of Public Works collects residential trash once per week, Monday through Thursday. Each city residence is provided one City-issued supercan (Green Can) for solid waste collection. Cans go near the property line or the alley after 4 p.m. the day before collection and must be removed before 7 a.m. the day after collection.

Bulk items are collected bi-weekly, on your trash collection day during your recycling week, and are set out by your trash cans the night before. Residents can also take bulk and brush to the East Richmond Road Convenience Center at 3800 East Richmond Road or the Hopkins Road Transfer Station at 3520 north Hopkins Road.

Richmond Gas Works and the Department of Public Utilities

Richmond Gas Works provides natural gas to the city of Richmond and portions of Henrico and Chesterfield Counties. The City of Richmond Department of Public Utilities provides water and wastewater service, along with natural gas and stormwater service.

Pulse line, library cards, pet licenses, voter registration and short-term rentals

GRTC runs the Pulse bus rapid transit line between Willow Lawn and Rockett's Landing. Richmond International Airport is the gateway to Virginia's Capital Region.

Residents of the City of Richmond can get Richmond Public Library cards; adults register at any branch with a current photo ID showing a current address.

All cats and dogs living in the City of Richmond must be licensed and have a current rabies vaccination. A pet license must be renewed annually.

The Richmond Office of Elections manages voter registration for the City of Richmond; phone 804-646-5950.

A short-term rental in Richmond needs a Short-Term Rental Permit renewed every two years.
