Local services and rules

Moving to Concord: who to call and what the city asks.

Concord is the seat of Merrimack County, and Penacook is a village within the city. Residential parking permits are available only to dwellings on a short list of streets: parts of Essex Street, Blanchard Street, Perry Avenue and Rowell Street. Households with curbside trash collection must use purple pay-as-you-throw trash bags. The property owner remains responsible for all municipal utility charges for the property, even when a tenant puts the account in their name.

Parking encumbrance permits and the overnight rules

A metered or time-limited parking space can be reserved with a parking encumbrance permit.

Overnight street parking is allowed in Concord and Penacook except during winter storm, winter maintenance and emergency parking bans. Winter parking bans run from midnight to 7 a.m.

Boats, campers, RVs and trailers cannot be parked on the street overnight. No vehicle may stay in the same on-street spot for more than 48 consecutive hours.

Water and sewer accounts with the City's Utility Billing office

A tenant who wants the water and sewer bill in their own name must have the landlord sign the application for service as well, or the form is returned.

Water and sewer accounts can be managed and paid online.

The City owns the water meter and reading device, while the plumbing and pipes connected to the meter belong to the property owner.

Casella Waste Systems and weekly curbside collection

The City contracts trash and recycling collection with Casella Waste Systems. Trash and recycling are collected once each week from scheduled areas.

Trash and recycling must be at the curb by 7:00 a.m. on collection day.

The Concord Transfer Station at 77 Old Turnpike Road

Furniture, appliances and other oversized items go to the transfer station and are not to be left curbside or by dumpsters.

The Concord Transfer Station at 77 Old Turnpike Road is open Monday through Saturday, 8:00 a.m. to 4:00 p.m. Concord residents must show proof of residency at the scale to get the residential rate.

Concord Area Transit and library cards in Concord and Penacook

Concord Area Transit (CAT) runs a fixed-route service and demand-response services in the city.

Concord and Penacook residents, property owners and teachers can get library cards. A card application can be made at the Main Library, the Penacook Branch or the Heights Branch.

Dog licenses and the City Clerk's Office

A dog license is effective May 1 to April 30 of the following year, whenever it is obtained. The City does not invoice residents for dog licenses.

Elections and voter information are handled by the City Clerk's Office, at (603) 225-8500.
