Local services and rules

Moving to Garfield: who to call and what the city asks.

Garfield is a city in Bergen County, New Jersey. All residents, renters and homeowners alike, must have a Dwelling Certificate on file with the Garfield Bureau of Fire Prevention. Any vehicle parked on the streets between 3:00 AM and 6:00 AM needs a parking permit, and the overnight rules apply 7 days a week unless suspended by the Police Department.

Truck parking limits on Garfield streets

A van, truck or recreational vehicle longer than 22 feet and wider than eight feet may not park on any street between 10:00 PM and 6:00 AM. Such an oversized vehicle may stand temporarily for loading and unloading of passengers or property, for no more than 15 minutes.

Overnight permits and visitor passes

Residential parking permit applications are submitted online, through a user account the applicant creates. An Overnight Visitor Pass is needed for an overnight guest, a rental vehicle or a vehicle without an active residential permit. Overnight visitor passes must be bought before 3:00 AM for the date wanted.

Certificates, licenses and school registration

Dwelling certificates, certificates of occupancy and building permits can be applied for and paid for online. Landlord registration forms can be submitted online through the city's licensing portal, and dog and cat licenses are valid only for the calendar year in which they were submitted.

The Garfield School District runs a central registration office, and families new to the district complete a pre-registration form to enroll a child.

Garbage containers and collection days

Garbage goes out in sturdy covered containers, and paper bags or cardboard boxes are not acceptable as garbage containers. Garbage should not be put at the curb before 4:00 pm the day before collection, and containers must not exceed 50 lbs. Residents who do not know their garbage collection days can call the Department of Public Works (DPW) for help.

Construction materials such as concrete, asphalt, dirt, lumber, sheet rock, bricks and rocks are not picked up with the garbage and are left to the contractor or homeowner to dispose of.

Bulk pickup, branches and drop-off at the DPW Complex

Refrigerators, freezers, A/C units, stoves and assorted metals are picked up once a week by appointment only, scheduled through the DPW. Branch pick-up is by appointment only from April 1 through October 31 each year, with branches bundled and tied and not longer than 4 feet.

Electronics and tires are dropped off at the DPW Complex at 413 Midland Avenue, Monday through Friday between 7:00 AM and 2:00 PM, with no drop-off on holidays. Household hazardous waste collection events are run by the Bergen County Utilities Authority.

Brown leaf bags

Leaves are picked up only in the brown leaf bags provided by the city, on the resident's sweeper day. Leaf bags are available from September 1 each year at the DPW to Garfield residents only, with proof of residency required.

Water, sewer and tax payments

Drinking water comes from wells and connections to the Passaic Valley Water System, run by the Department of Public Works. The property owner is responsible for the water service line from the home to the curb box, and the Water Department is responsible from the curb box to the main line.

Sewer is billed once a year, and the payments can be made one quarter at a time or all four together. Automatic (ACH) debit payments are accepted for taxes and sewer from residents who enroll.
