Local services and rules

Moving to Rocky Mount: who to call and what the city asks.

Rocky Mount is the county seat of Franklin County. Solid waste carts belong to the Town and stay at the address when a customer moves. For large cleanouts, residents can request that the Town bring a dump truck to their residence and leave it overnight.

Street parking on collection day

Street parking is not allowed from 7 am to 3 pm on a street's solid waste collection day. The Town collects solid waste once a week, on Tuesday, Wednesday or Thursday depending on the area. Carts go out to the collection location by 7 am on collection day and come in by 10 pm the same day.

On inclement weather days the Town may run two trucks so that solid waste is collected in the morning hours.

Town carts and items curbside collection leaves out

A replacement Town-issued cart is provided to a new occupant if the original cart is missing. Residences may request one additional cart, and the Finance Department handles those requests.

Curbside collection does not take items such as gasoline, oil, antifreeze, batteries, paint, propane, tires or hazardous waste.

Monthly large and bulk item pickup

The Town picks up large and bulk items once a month, on a Monday, unless a holiday changes the day. Bulk items in the monthly pickup are limited to a pickup truck load per collection. No individual piece or container in the monthly pickup may weigh more than 30 pounds.

The Town does not pick up bulk items from rental properties that have been evicted or left with a large number of items behind.

Franklin County drop-off sites

Franklin County residents drop off household waste at a network of manned sites and unmanned green box sites around the county. Brush and large bulk items go to the Franklin County Landfill at 9340 Virgil H. Goode Highway in Rocky Mount.

Manned county drop-off sites accept paint cans only if the paint is dried up on a medium like cat litter or sawdust, and no flowing liquids are accepted.

Utility service on Donald Avenue

New utility service starts by contacting the Finance Department by phone at (540) 483-5243 or in person at 345 Donald Avenue. The utility office at that address is open Monday to Friday from 8:00 a.m. to 5:00 p.m.

The Town gets its drinking water from the Blackwater River.

County services and the Ferrum Express

Franklin County Public Schools is one of the services the county provides to the Town. Library services come from the Franklin County Public Library System.

The Ferrum Express bus service is open to the public and makes stops in Rocky Mount.

The Franklin County Voter Registration Office is inside the Franklin County Government Center at 1255 Franklin Street, Suite 106, in Rocky Mount.
